In May 2023, Beijing issued three supporting policies related to artificial intelligence: "implementation Plan for Beijing to accelerate the Construction of artificial Intelligence Innovation Source with Global influence (2023-2025)", "several measures for Beijing to promote General artificial Intelligence Innovation and Development" and "Beijing General artificial Intelligence Industry Innovation Partnership Plan". According to the document, the scale of Beijing's artificial intelligence core industry will reach 300 billion yuan by 2025, maintaining a growth rate of more than 10%.

In order to implement the requirements of the document and promote the development of artificial intelligence and computing industry, it is jointly sponsored by the Beijing Municipal people's Government of Shijingshan District, the Beijing Municipal Bureau of economy and Information, the Beijing Municipal Commission of Science and Technology, and the Zhongguancun Science and Technology Park Management Committee. The General artificial Intelligence Computing Forum, hosted by Beijing Shijingshan District economy and Information Technology Bureau and Enterprise online (Beijing) data Technology Co., Ltd., will be held in Shijingshan District, Beijing on August 28.
