As of December 31, 2023, there will be a deadline for elimination and withdrawal.

On the evening of August 18, seven departments of the Beijing Municipal Public Security Bureau, the Communications Commission, the Market Supervision Bureau, the Commerce Bureau, the Urban Management Commission, the Garden and Greening Bureau, and the Postal Administration jointly issued the Circular on strengthening the Traffic Management of the use of Electric tricycles in the Industry, clarifying the traffic management regulations on the use of electric tricycles in livelihood service industries.

The new notice makes it clear that starting from November 1, 2023, electric tricycles used in postal delivery, gardening, sanitation and other livelihood service industries will be gradually replaced with legal and regular three-wheeled cargo motorcycles. The traffic control department will issue motorcycle license plates of the "Jing C" section of these vehicles, and drivers who use these vehicles must obtain a motorcycle driver's license to ensure that the vehicles on the road have a "person's license and license plate".

In other words, the notice gives the relevant employees and motorcycles a two-month transition period during which compliance and non-compliance can coexist.

The full text of the circular attached to CTOnews.com is as follows:

1. The use of electric tricycles in the industries stipulated in this circular refers to the three-wheeled cargo motorcycles engaged in postal delivery, landscaping, sanitation and other livelihood service industries, which are produced with the permission of the national department in charge of motor vehicle products, incorporated into the "announcement of Road Motor vehicle production Enterprises and products", obtained the "Certificate of Motor vehicle ex-factory qualification", and used pure electric drive, whose performance meets the technical standards of motor vehicle safety.

2. The competent departments of the relevant industries related to people's livelihood services and the traffic management departments of public security organs shall, in accordance with the development characteristics and needs of the industry, formulate measures for the management of the use of electric tricycles in the industry, and make clear regulations on registration, management, use, and so on. If it conforms to the provisions of the administrative measures, the motorcycle license plate of the "Jing C" section shall be issued.

3. The industry that obtains the motorcycle license plate of "Jing C" section uses electric tricycles, which are allowed to drive on roads throughout the city, but shall abide by the following traffic regulations:

(1) abide by the laws and regulations on road traffic safety and pass in accordance with traffic signals

(2) No access to expressways and urban expressways

(3) except for engaging in trade operations, no traffic shall be allowed on expressways, urban expressways and roads with three or more motor lanes in the same direction (including auxiliary roads); when engaged in industry operations, the outermost motor lanes may be used for short distances, but should be driven in and out of the nearest intersecting road.

4. The traffic administration department of the public security organ shall, in accordance with the provisions of this circular, adjust the road traffic signs and punish those who violate the traffic regulations according to law.

5. This circular shall enter into force as of November 1, 2023.
