For "self-media" with uncertified qualifications or expired qualification certification, the website platform shall suspend the provision of information release services in the corresponding areas.

3. Standardize the marking of information sources. When "self-media" publishes information related to current affairs, public policies, social events and other relevant information at home and abroad, the website platform shall require it to accurately mark the source of information and display it in a prominent position at the time of release. If you use your own pictures or videos, you need to mark the shooting time, place and other relevant information one by one. If you use technology to generate pictures or videos, you need to clearly mark the generation of technology. If you quote old news, you must clearly state the time and place of the incident at that time.

4. Strengthen the management of information authenticity. The website platform shall require "self-media" to be responsible for the authenticity of the information it publishes and reprint. When "self-media" publishes information, the website platform shall display the "self-media" account name on the information release page and shall not be replaced by anonymous users. "self-media" shall not create information out of nothing, may not take words out of context, distort facts, and shall not affect the authenticity of information by means of patchwork, editing, synthesis and forgery.

5. Add fictional content or controversial information tags. "self-media" publishes content with fictional plot and plot interpretation, and the website platform should require it to mark fictional or deductive tags in a significant way. 6. Perfect the function of rumor tag. 7. Standardize the operation behavior of accounts. "self-media" should be required to carry out account operation activities in accordance with the rules and regulations, and shall not collect negative information, stir up old news, social hot events, consumer disasters, and so on. Users should be induced to pay attention to other accounts, and "self-media" should be encouraged and guided to produce high-quality information content. The website platform should strengthen the verification of "self-media" account information to prevent re-registration of accounts that have been closed in accordance with the law.

8. Define the conditions for the opening of profit authority. If "Zi Media" applies for profit permission, there shall be no record of violations within 3 months. If the main body of the account changes, within 3 months from the date of the change, the website platform shall suspend or not grant it the right to make profits. Profit-making methods include, but are not limited to, advertising sharing, content sharing, e-commerce delivery, live reward, article or short video appreciation, knowledge payment, brand cooperation and so on.

9. Restrict illegal activities to make profits. If a website platform adopts a ban on illegal "self-media", it shall simultaneously suspend its profit permission for 2 to 3 times the duration of the ban. For the "self-media" of creating vulgar people, violating the public order and good customs of online celebrities, and engaging in malicious marketing of social hot events with multiple accounts, the website platform should cancel or not grant them profit-making rights. The website platform shall regularly report to the Internet information department about the restrictions on the violation of the profit rights of "self-media".

10. Improve the measures for the management of the number of fans. The website platform shall promptly verify and eliminate the increase in the number of fans of "self-media" due to violations. During the ban period, "self-media" is not allowed to add fans, and historical posts must not be presented in key links such as website platform recommendations and lists. For frequent social hot events to attract attention of the "self-media", permanently prohibit the addition of fans, the circumstances are serious, empty all fans. The website platform is not allowed to provide fan number transfer service.

11. Strengthen the management of MCN institutions belonging to "self-media". The website platform should improve the management system of MCN institutions and implement centralized and unified management of MCN institutions and their contracted accounts. On the home page of the "self-media" account, the name of the MCN organization to which the account belongs is displayed in a significant way. For the MCN institutions that make use of the joint hype of the signed account and have violated the rules for many times, the website platform should take measures such as suspending the right to make profits, restricting the provision of services, entering and withdrawing, and so on.

12. Strict handling of violations. The website platform should promptly discover and strictly deal with the violations of "self-media". The "self-media" that produce and release rumors, stir up hot social events or matrix releases that spread illegal and bad information will all be closed, included in the blacklist account database of the platform and reported to the online information department. For the "self-media" that forward rumors, measures should be taken to cancel the interactive function, clean up fans, cancel the right to make profits, ban words, close down and so on. For those "self-media" that do not pass the qualification certification and engage in the publication of information in the fields of finance, education, health care, justice, etc., measures such as cancellation of interactive functions, prohibition of speech, closure and so on shall be taken.

13. Strengthen the exposure of typical cases. The website platform should strengthen the handling and exposure of illegal "self-media", set up warning education columns, regularly publish typical cases of illegal "self-media", and warn "self-media" to do a good job in self-management.
