Actively support the establishment of motor vehicle registration service stations in banks, auto finance companies and other financial institutions to facilitate the masses to handle loan and mortgage registration procedures at one stop.

II. Facilitate the registration of second-hand car transfer and promote the circulation of second-hand car transactions. In conjunction with commercial and taxation departments, we will implement the convenient measures such as canceling the relocation restriction of second-hand cars and registering the transfer of second-hand passenger cars. The implementation of motorcycle registration in the province, motorcycle registration, transfer registration, residence move within the province (district) scope, applicants can present resident ID card "one certificate," no need to submit temporary residence certificate, convenient for the masses to buy cars in other places registration. Local laws and regulations that implement separate management policies for the purchase of motorcycles shall be implemented in accordance with local regulations.

III. Promote the export registration of used cars in different places to promote the export development of used cars. For second-hand car export enterprises to purchase vehicles in other places, it is allowed to apply for cancellation registration at the place where the enterprise is located, and continue to promote cross-provincial traffic control services. For second-hand car export enterprises that have the conditions for issuing second-hand car trading invoices, actively support the establishment of motor vehicle registration service stations, facilitate one-stop registration of enterprises, reduce costs and burdens, and create a good environment for second-hand car export.
