The Program puts forward a number of goals and requirements for the new energy vehicle infrastructure in Zhejiang Province, and the key contents of CTOnews.com are as follows:

In 2025, more than 2.3 million charging piles and no less than 900000 rural charging piles were built in the province, including 120000 public charging piles and no less than 20,000 rural charging piles, meeting the charging needs of more than 4 million new energy vehicles.

In 2025, the annual sales of new energy vehicles will reach more than 1 million, and more than 500 new energy vehicle maintenance service outlets will be built.

Relying on the transportation network, we will promote the gradual extension of charging infrastructure from the urban "two districts" (residential areas, office areas) and the "three centers" (commercial centers, industrial centers and leisure centers) to the urban edges, counties and villages, so as to achieve "county and county coverage" for public charging stations and "township coverage" for public charging piles, forming a charging circle of five minutes in cities and half an hour in urban and rural areas.

Charging facilities for fixed parking spaces in old residential areas are willing to be fully installed, charging facilities for single-family residents are willing to be fully connected, and 100% of fixed parking spaces in new residential areas are willing to build charging facilities or reserve installation conditions. Build centralized charging stations in village (community) residential areas according to local conditions.

The charging facilities in the highway service area are fully covered, and the number of charging piles in the conditional highway service area reaches 20% of the number of minibus parking spaces.

We will uniformly build a service platform for the governance and supervision of government charging facilities, guide the orderly access of the operating platform of charging facilities, promote 100% full access to the province's public charging infrastructure, and iteratively improve the convenient service functions of the "one-click pile-finding" platform, such as positioning and navigation, booking charging, and multi-channel payment.

Accelerate the interconnection with the national and Yangtze River Delta charging infrastructure platforms, and promote connectivity with the operating platforms of various charging facilities.

Strengthen the product quality and safety responsibility of the manufacturing enterprises of automobiles, batteries and charging facilities, and in the event of fire and explosion accidents, the responsibility shall be reversed in accordance with the relevant provisions.

We will support superior enterprises to increase production capacity, optimize production layout, and cultivate a number of new energy vehicle head enterprises. Traditional fuel automobile enterprises are encouraged to adjust their product structure, make full use of existing production capacity to develop new energy vehicles, and develop more economical and practical models suitable for rural production and life.

Encourage new energy vehicle enterprises to layout county sales and service outlets and extend to the surrounding rural areas.

Guide fuel vehicle maintenance enterprises to expand into the field of new energy vehicle maintenance, promote the exchange of information, provide emergency rescue, and strive to meet the maintenance needs of urban and township vehicles in half an hour.

Design a number of rural tourism routes suitable for self-driving of new energy vehicles, actively hold cultural tourism, sports events and other activities, and promote the full coverage of new energy vehicles in the transportation system of scenic spots. Encourage all localities to explore the development of new energy vehicle self-driving rental business.

We will formulate measures for the management of public rechargeable parking spaces and encourage the implementation of government-priced public parking lots (spots) to park new energy vehicles for free within 2 hours (including charging time) for the first time on the same day.

We will implement the TOU electricity price policy and guide users to widely participate in intelligent and orderly charging and vehicle network interaction. Before 2030, the centralized charging facilities with two-part electricity price will be exempted from capacity electricity charge.

The government and charging facilities operators are encouraged to reduce user charging fees by issuing bonuses and consumption vouchers.
