The notice stipulates that the two electricity price periods of the previous peak and valley sections will be subdivided into four electricity price periods: trough, trough, peak and peak, and different price standards will be implemented in each period.
The electricity price is 0.222 yuan per kilowatt-hour in deep valley period, 0.385 yuan in trough period, 0.555 yuan in normal period, 0.585 yuan in peak period and 0.888 yuan in peak period.
The implementation scope of this policy includes electric vehicle charging piles set by non-resident users who implement residential electricity prices in residential areas and rural communities, and directly read meters and charge to households by Shandong Electric Power Company of the State Grid.

According to the person in charge of the Price Department of the Shandong Development and Reform Commission, after the implementation of the policy, if individual users of charging piles choose to charge in deep valleys, electricity charges will be significantly lower than those of non-implemented time-of-use electricity prices and original time-sharing electricity prices, and have a positive impact on power supply and demand and new energy consumption. It is calculated that lunchtime charging can save 0.163 yuan per kilowatt-hour, and pure electric vehicle users can save 500 yuan a year.

III. Electricity price standard
On the basis of the current electricity price standard (0.555 yuan per kilowatt hour, including tax), the deep valley period decreases by 0.333 yuan per kilowatt hour, the trough period decreases by 0.17 yuan, the peak period increases by 0.03 yuan, and the peak period increases by 0.333 yuan. That is, the electricity price is 0.222 yuan per kilowatt-hour in the deep valley period, 0.385 yuan in the trough period, 0.555 yuan in the normal period, 0.585 yuan in the peak period and 0.888 yuan in the peak period.
IV. Other matters
(1) the time-sharing electricity price policy for residential electric vehicles is chosen voluntarily by resident users, and the time-sharing watt-hour meter is replaced free of charge by power grid enterprises. the adjusted electricity price policy shall be implemented from the month after the application, with the annual cycle as the cycle and will not be adjusted within one year. If you do not choose, the price will still be calculated in the original way.
(2) the State Grid Shandong Electric Power Company shall complete the adjustment of the relevant metering equipment within two months after the issuance of this circular, before the completion of the adjustment work, the time-sharing period and electricity price standards of the relevant users shall continue to be implemented in accordance with the Circular of Shandong Provincial Development and Reform Commission on improving the Policy of residents' time-of-use electricity Price (Lufa Reform Price (2022) No. 158). Users who have chosen to implement the time-sharing electricity price can apply to resume the implementation of the fixed electricity price (0.555 yuan per kilowatt-hour) five working days before the implementation of the new time-sharing electricity price policy, without the restriction of one year.
(3) the operating units of electric bicycle charging (changing) facilities in residential areas and rural communities that are directly supplied by power grid enterprises may voluntarily apply for the time-sharing electricity price policy. The specific time periods and electricity price standards shall be implemented with reference to the provisions of this Circular. Reporting directly to the power grid enterprises for the use of electricity in the charging facilities of operational centralized electric vehicles shall be carried out in accordance with the current relevant regulations.
(4) the above electricity price policy will be implemented from September 1, 2023. If the current policy is inconsistent with this circular, the provisions of this circular shall prevail. Up to now, Shandong power spot market has been in operation for 19 months. according to the market price signal presented by the power spot market, the load characteristics of Shandong power system are as follows: seasonal trough (or even trough) often occurs at noon (around 12:00-14:00, except June-August), and power consumption peak (or even peak) often occurs at night (about 18:00-20:00). The power load in the rest of the time is relatively stable. The current time-sharing electricity price policy of personal charging piles is no longer in line with the price signal reflected by the current market.
(2) the consumption of electric vehicles is growing at a high speed, and the overlap between the charging time of users and the evening peak time brings pressure on the power grid to guarantee supply. By the end of 2022, the number of electric vehicles in Shandong had reached 1 million. Affected by living habits, owners of personal electric vehicles usually charge immediately after work (around 18:00-20:00). This happens to overlap with the evening peak, adding to the power shortage in the evening peak. With the rapid growth of electric vehicle users, its evening peak charging will bring greater pressure to the power grid.

In 2023, Shandong improved the time-sharing electricity price policy for industry and commerce. From January to May 2023, the adjusted time-sharing electricity price policy guided the province's adjustable load to fill valleys by 3.5 million kilowatts at noon and reduce evening peaks by 2 million kilowatts. The consumption space for the removal of new energy at noon is equivalent to the peak regulation capacity of 12 sets of 300000-level pumping or 35 sets of 100000 kilowatt electrochemical energy storage, reducing social costs by about 14 billion. III. Impact analysis
(a) the impact on individual users of charging piles. At present, there are mainly two kinds of electric vehicles: pure trams and plug-in hybrid trams. Among them, the pure electric car generally needs 80 kilowatt-hours of electricity (about 450 km), and the charging demand is about 60 degrees (this kind of user will usually choose to charge when the battery still has 1x4 left). It takes 8 hours to charge (the power of the personal charging pile is usually 7 kilowatts, the same below). Plug-in hybrid trams generally require 35 kilowatt-hours of electricity (mileage of about 180 kilometers) and about 28 kilowatt-hours to charge (which usually takes four hours to charge when the battery still has 1 kilowatt-hour left). 1. A user (pure tram). On average, the electricity is charged once a week (8 hours, 60 kilowatt-hours). When the time-sharing price is not selected, the electricity charge is 33.3 yuan per time, and the amount of electricity for the whole year is 1731 yuan. After choosing the time-sharing price (charging at night trough), the amount of electricity tariff is reduced to 1201.2 yuan, a decrease of 31%.
2. B user (plug-in hybrid tram). On average, it is charged twice a week, one of which is charged at night trough (4 hours, 28 degrees), and the other is charged at noon on weekends (4 hours, 28 degrees). The total weekly electricity charge is 19.28 yuan, and the annual electricity charge is 1002.56 yuan, which is 38% lower than the non-implementing time-sharing electricity price and 11% lower than the original time-sharing electricity price.
(2) the impact on power supply and demand and new energy consumption. After the time-sharing electricity price policy is improved, users will be guided to the "trough" and "deep valley" period for charging out of economic considerations, which will effectively avoid "peak" and "peak" periods. According to statistics, at present, there are about 130000 individual charging piles in the province. according to the 20% simultaneous rate, about 200000 "peak" load can be transferred to the "trough" (or "deep valley") every day, which is equivalent to two electrochemical energy storage projects of 100,000 kilowatts.
