The relevant departments will promote fair access, carry out the certification and upgrading of the quality management system of private enterprises, and specially deal with the outstanding problems in tendering and bidding for project construction, and will also select projects with a certain level of income and relatively mature conditions. form a list of major projects that encourage private capital participation, centrally release project information to private enterprises, and actively guide the implementation of the project.

The NDRC and the CSRC will expand the issuance of real estate investment trusts (REITs) in the infrastructure sector, promote qualified private investment projects to issue infrastructure REITs, and further expand private investment.

The Ministry of Science and Technology, the National Development and Reform Commission, and the Ministry of Industry and Information Technology will support private enterprises to participate in major scientific and technological research, and take the lead in tackling key tasks in the areas of industrial software, cloud computing, artificial intelligence, industrial Internet, genetic and cellular medicine, and new energy storage.

Relevant departments will enhance the supply capacity of private enterprises in key links of the industrial chain supply chain, cultivate a number of characteristic industrial clusters of small and medium-sized enterprises in counties across the country, and will support specialized and new "little giant" enterprises and high-tech enterprises to put on record at the local national intellectual property protection center to carry out rapid pre-examination, rapid determination of rights, and rapid protection of rights.
