WindowsLatest asked an anonymous former Microsoft developer about the phenomenon, saying that the first thing involved was the "quick launch" feature, a unique feature of Windows designed to speed up startup time. During the shutdown process, Quick start saves some system information to a file, which helps the system start faster the next time it starts. However, this feature may inadvertently cause the computer to restart instead of shutting down completely during the installation of Windows updates.

Another reason may be the nature of the update process itself. If you have not installed the update for weeks or months, or if the update has not been fully completed, Windows11 or 10 may need to restart to continue with the installation.
