Shen Xinguo, Director of Tax Service Department of State Administration of Taxation, introduced the effectiveness of relevant tax policies in supporting the development of new energy automobile industry when answering questions from reporters.

▲ According to Shen Xinguo, at present, vehicle purchase tax, vehicle and vessel tax, consumption tax and other aspects have policies to support the development of new energy vehicles. Since 2012, the state has exempted new energy commercial vehicles from vehicle and vessel tax, and has not levied vehicle and vessel tax on new energy passenger vehicles; since September 2014, it has implemented a vehicle purchase tax exemption policy for new energy vehicles; electric vehicles have not been included in the scope of car consumption tax collection.

CTOnews.com learned from the official website of the State Administration of Taxation that from January 2012 to June 2023, China reduced or exempted more than 10 billion yuan from vehicle and vessel taxes on new energy vehicles, of which 860 million yuan was reduced or exempted in the first half of 2023, up 41.2% year-on-year. From September 2014 to June 2023, the purchase tax on new energy vehicles exceeded 260 billion yuan, of which 49.17 billion yuan was exempted in the first half of 2023, with a year-on-year growth of 44.1%.

Shen Xinguo said that under the joint action of a series of policies such as taxation and market factors, in recent years, the scale of China's new energy automobile industry has continued to expand and entered a stage of rapid development. According to the unified invoice data of motor vehicle sales, the sales volume of new energy vehicles in China was 5.681 million in 2022 and 3.111 million in the first half of 2023, with a year-on-year growth of 38.3%; among all new automobile sales, the proportion of new energy vehicles accounted for 23.5% in 2022 and increased to 27.4% in the first half of 2023, indicating that the market share of new energy vehicles in China continued to increase.
