In terms of after-sales, the Ministry of Industry and Information Technology requires enterprises to investigate the service conditions of product maintenance, closed-loop disposal of fault alarm information, user safety education, etc., and should summarize and sort out the problems of user complaints and feedback in the process of after-sales service, including all kinds of public channels and other channels (public opinion, network information, etc.).

The relevant matters are hereby notified as follows:

I. quality and safety inspection of new energy vehicle products

(1) Safety inspection of power battery system

Enterprises should check the loading of different types of power battery systems (such as ternary materials, lithium iron phosphate, lithium manganate, etc.) and the use of power batteries on the whole vehicle, including the battery characteristics such as vehicle mileage, total energy of the battery system and information consistency, and check the actual use of the vehicle and the battery. If the information is obviously different, effective technical measures should be taken to ensure that the information of vehicle power battery is accurate and reliable.

(2) quality and safety inspection of new energy vehicles

1. Enterprises should investigate the key electronic control systems with failure risks, including the operation of driving assistance systems or functions, human-computer / vehicle interaction and functional misuse, and the risk of failure and failure of key electronic control systems. Enterprises should formulate detailed inspection work plans, statistics and investigation information according to the characteristics of vehicle models, and take timely and effective measures to eliminate risks.

two。 Enterprises should investigate the quality and safety risks of new energy vehicles operating in extreme weather (such as rainstorm and other natural disasters) or special working conditions (such as high temperature, cold, high humidity, etc.) and count relevant information, including start-up and driving process quality safety, battery cooling system safety, insulation system safety and so on. Enterprises should take timely and effective measures to deal with the problems found in the course of investigation in the light of the actual use of vehicles.

II. Operation monitoring and safety inspection

1. Enterprises should investigate the access of new energy vehicle products to the enterprise monitoring platform and the national supervision platform of new energy vehicles.

two。 Enterprises should check the safe operation status of new energy vehicles. According to the classification of vehicle types and product characteristics, we should formulate a work plan for long-period, long-mileage vehicles (such as trucks, ride-hailing vehicles with high intensity) and vehicles with high energy attenuation rate. Technical measures should be taken to strengthen vehicle operation monitoring, and timely specific measures should be taken to eliminate safety risks.

3. Enterprises should investigate the hidden dangers of new energy vehicles in special conditions. According to the monitoring data, it is found that the vehicle and power battery and other key systems have abnormal operation status (such as voltage anomaly, current anomaly, temperature anomaly, etc.) and safety hidden dangers (such as off-line for a long time, large area gathering parking, frequent three-level alarm, etc.), enterprises should formulate inspection work plans according to the characteristics of vehicle models and products, and take timely and effective measures to solve the problem.

Third, after-sales service safety inspection

1. Enterprises should check the service situation of product maintenance, closed-loop disposal of fault alarm information, user safety education and so on. In view of the stock of new energy vehicles in the merged and reorganized enterprises, the inspection work plan should be formulated according to the characteristics of the model products, and the inspection measures should be implemented to ensure the quality of after-sales service.

two。 The enterprise should check the supplier management, service and coordination in the process of after-sales service. Focus on combing the products and after-sales service of power batteries, drive motors, vehicle control systems and other parts suppliers that have stopped cooperation, and study and formulate inspection plans to ensure the quality of after-sales service.

Enterprises should summarize and sort out the problems of user complaints and feedback in the process of after-sales service, including all kinds of public channels and other channels (public opinion, network information, etc.). For the identified problems, we should speed up the study of improvement measures, formulate a closed-loop disposal plan and implement it.

IV. Investigation of hidden dangers of safety accidents

1. Enterprises should thoroughly investigate the safety accidents of new energy vehicles over the years, deeply investigate and analyze the causes of accidents through data mining and systematic analysis of key parts, and study and implement problem improvement and vehicle safety improvement measures to eliminate hidden dangers.

two。 If there are three or more fire and combustion accidents of the same type of vehicle, the enterprise shall count the product configuration and technical characteristic information of the relevant model, formulate a plan to investigate the hidden dangers of the relevant model safety, and implement the disposal measures.

V. self-examination of the construction of new energy security system

The enterprise shall, in accordance with the relevant provisions of the guidance on further strengthening the Safety system Construction of New Energy vehicle Enterprises, conduct a comprehensive self-examination of the construction of enterprise safety system and form a written report.

VI. Reporting requirements

(1) report the situation of investigation

All enterprises should complete the investigation of hidden dangers of new energy vehicles before August 31, 2023, fill in the Statistical Table of hidden dangers of new energy vehicles (see attachment), form a written report, send it to eidcjdgl@eidc.org.cn, and truthfully report to our center about the organization, implementation, cooperation of operators, existing risks and handling of problems.

(2) investigation and reporting of fire and combustion accidents of new energy vehicles

The enterprise shall promptly report the accident-related information to the "New Energy vehicle accident reporting platform" and take the initiative to carry out accident investigation. The specific requirements are as follows:

1. After the occurrence of the accident, the enterprise shall report the basic information of the accident within 24 hours (if it causes death or significant social impact, within 12 hours).

two。 The enterprise shall report the detailed information of the accident within 5 days, including vehicle uniqueness characteristic information, vehicle main technical characteristics and performance indicators, on-site records, description before and during fire, rescue and fire fighting process, vehicle use and maintenance information, enterprise monitoring platform accident vehicle accident day and the first three months monitoring data, etc.

3. The enterprise shall upload the comprehensive analysis technical report of the accident within 15 days as required. The analysis report shall include accident details and treatment introduction; basic situation of accident vehicle; accident vehicle use and after-sales service information; introduction of power battery, module, pack related technology of this type of vehicle; inspection and analysis of accident vehicle; enterprise platform data analysis; accident cause and improvement measures, etc.

If it is found that the enterprise fails to report, conceal, provide false materials and do not cooperate with the accident investigation, our center will apply to the first Department of equipment Industry of the Ministry of Industry and Information Technology to suspend the production and sale of related products in accordance with the relevant regulations, and conduct interviews, at the same time, the enterprise will be included in the list of key supervision and inspection objects for safety system inspection, consistency inspection and flight inspection of new energy vehicles.
