According to the official introduction, the summary and evaluation work will be aimed at the administrative regions at and above the prefecture level that meet the evaluation criteria of gigabit cities. focus on the evaluation of "double gigabit" network construction, "double gigabit" user development, "double gigabit" application innovation, supporting policies, and so on, the work will be carried out successively in accordance with the four stages of deployment and implementation, dynamic evaluation, sampling and evaluation, summary and exchange. The final construction and the list of up-to-standard cities will be announced from February to June 2024.

In March 2021, the Ministry of Industry and Information Technology issued the "double Gigabit" Network Collaborative Development Action Plan (2021-2023), launched the implementation of the gigabit city construction plan, and put forward seven quantitative evaluation criteria from the aspects of network construction, user development and application innovation. Since 2021, the Ministry of Industry and Information Technology has carried out gigabit city construction action, and various localities have accelerated organizational construction to vigorously promote double gigabit network construction, application innovation and industrial development. at present, 110 cities across the country have reached the gigabit city construction standard.
