Automobile consumption has a large volume, full potential and strong industrial driving role. promoting automobile consumption plays a positive role in stabilizing China's consumption market and promoting the high-quality development of the industrial chain. In order to further stabilize and expand automobile consumption, optimize the automobile purchase and use management system and market environment, and make greater efforts to promote the sustained and healthy development of new energy vehicles, the following measures are put forward.

First, optimize the management policy of automobile purchase restrictions. We will encourage restricted areas to issue annual car purchase targets as soon as possible, implement the policy of differentiation between urban and suburban indicators, and increase annual car purchase targets in line with local conditions.

Second, support the renewal and consumption of old cars. All localities are encouraged to speed up the phase-out and scrapping of passenger cars and non-standard commercial vehicles that violate the emission standards of Grade III and below. All localities are encouraged to make comprehensive use of economic, technological and other means to promote the withdrawal of old vehicles, and areas with favorable conditions can carry out the trade-in of old vehicles and speed up the elimination and renewal of old vehicles.

Third, speed up the cultivation of second-hand car market. Various localities have implemented policies and measures such as abolishing restrictions on the relocation of used cars and facilitating the registration of used car transactions. The construction of scene charging infrastructure in Jiaqiaxiang County, expressways and residential areas will guide users to extensively participate in intelligent and orderly charging and vehicle network interaction, and encourage pilot demonstration work on the interactive application of new energy vehicles and power grids. Continue to promote the formulation of standards related to power exchange infrastructure to enhance compatibility and versatility. We will speed up the promotion and application of the power exchange mode, actively carry out pilot projects of the power exchange mode for vehicles in the public domain, and support the construction of infrastructure for recharging electricity at urban bus stations. Fifth, strive to improve the carrying capacity of rural power grids. We will further speed up the capacity and quality of the distribution network, improve the voltage stability of rural households, and ensure the safe and stable charging of electric vehicles in rural areas.

Sixth, reduce the cost of purchasing and using new energy vehicles. We will implement policies and measures to extend and optimize the tax reduction for the purchase of new energy vehicles. We will promote the implementation of residential electricity prices for public recharging facilities in residential areas, and promote the implementation of the peak-valley time-sharing electricity price policy for recharging facilities with industrial and commercial electricity prices. We will promote the provision of separate meter service for charging piles to better meet the needs of residents. Operators of recharging facilities are encouraged to reduce charging service fees periodically, and local governments are encouraged to give preferential treatment to urban bus charging. By 2030, electricity demand (capacity) charges will be exempted for centralized recharging facilities with two-part electricity prices.

Seventh, promote the public domain to increase the number of new energy vehicles purchased. We will support new or updated vehicles in public areas such as public service, public transport, rental, postal services, sanitation and gardens in suitable areas, in principle, and encourage rural passengers, goods and postal services to integrate adaptable vehicles into new energy vehicles, and the proportion of new energy vehicles purchased will increase year by year.

Eighth, strengthen the financial services of automobile consumption. We will increase support for automobile consumer credit and encourage financial institutions to reasonably determine the down payment ratio, loan interest rate and repayment period on the premise of compliance with the law and controllable risks. We will continue to deepen the comprehensive reform of motor insurance, improve the formation mechanism of commercial vehicle insurance rates, and support insurance companies to develop new energy vehicle charging pile insurance and other innovative products. Strictly standardize the order of the auto finance market, and shall not forcibly tie-in financial products and services to consumers or charge unreasonable fees in violation of regulations.

Encourage automobile enterprises to develop economical and practical models. Encourage enterprises to be based on the needs of different consumer groups in urban and rural areas, according to the production, life, transportation and other use scenarios, as well as the integrated development of passenger, cargo and postal services and other organizational models, optimize the supply of cost-effective models, and provide consumers with diversified choices.

Continue to alleviate the problem of difficult parking and random parking. Encourage all localities to effectively expand the supply of parking spaces and formulate reasonable parking charging policies. New residential areas will be equipped with parking spaces in strict accordance with the requirements of urban parking planning and relevant standards, and the proportion of parking spaces in the renovation of old residential areas, old neighborhoods, old factory areas and villages in the city will be increased. All localities can reasonably set up road parking spaces at night according to the actual situation. We will increase financial support and speed up the construction and equipment allocation of three-dimensional parking lots and smart car parks in crowded places and scenic spots.

All localities and relevant departments should promptly introduce supporting policies and measures and do a good job in policy implementation, support relevant trade associations, chambers of commerce, automobile enterprises, and financial institutions in carrying out automobile promotion activities, and shall not issue policies for local protection, avoid vicious competition, jointly maintain industry order, and create a policy and market environment conducive to automobile consumption.
