On July 28, 2021, Xiong in Shayang County reported to Jishan Police Station that he played a software called "XXX board game" on his mobile phone and lost more than 100,000 yuan. After a preliminary investigation, the Shayang County Public Security Bureau found that this is a cross-border online gambling gang that uses overseas servers, virtual currencies and other means to commit crimes. Under the guise of board games, the gang attracted gamblers to recharge the game beans, and then transferred the funds abroad through the batch circulation of traditional bank cards, the precipitation of the fourth-party payment platform and the washing of virtual currency.

In order to crack down on this criminal gang, the Shayang County Public Security Bureau and the Jingmen City Public Security Bureau set up a "728" special case team to deploy a strong police force to carry out investigation. The case was successively determined by the relevant departments at a higher level as a case of provincial governor and ministerial governor. The task force is faced with a large number of gambling personnel, the backbone of criminal gangs outside the country, gambling-related capital flow is complex and other problems, the traditional investigation techniques are difficult to be effective.

Under the guidance of Zheng Daiping, deputy county magistrate and director of public security in Shayang County, the special case team creatively adopted the investigation idea of the "capital penetration method," that is, tracking the organizational structure and key personnel of the suspect gang by keeping an eye on the flow of gambling-related funds.

After nearly two years of painstaking investigation, the task force successfully destroyed 14 related gangs, arrested more than 130 suspects, seized more than 300 computers and mobile phones involved, 200 mobile phone cards, 200 bank cards, and 18 banknote counters and POS machines. At the same time, the task force docked with the virtual currency issuer and froze a number of virtual currency accounts involved in the case, avoiding the flow of virtual currency worth 160 million US dollars (about 1 billion yuan) into the hands of the suspect gang.

In October 2022, the people's Court of Shayang County issued a judgment to confiscate some of the frozen virtual currencies in accordance with the law. This is the first case of virtual currency confiscated by a court in the country.

In addition, the task force, with the support and coordination of the Ministry of Public Security, launched transnational judicial cooperation to track down three main suspects abroad and successfully repatriated them. In June 2023, the principal offender Qiu Mou and others were transferred by the Shayang County people's Procuratorate to the Shayang County people's Court in accordance with the law, and the case entered the court trial.
