It is pointed out that mobile phone manufacturers complete the system design and function upgrade of 5G mobile phones planned to be launched according to relevant industry standards for 5G messages and network access testing specifications. After the end of the transition period, 5G mobile phones newly applied for network access license by mobile phone manufacturers shall support 5G messages and provide relevant network access detection reports. For 5G mobile phone models that have applied for network access before the end of the transition period, qualified mobile phone manufacturers are encouraged to realize 5G message function support through product system upgrade.

It is also proposed to adhere to the safety bottom line and strengthen risk prevention. Basic telecommunications enterprises shall establish and improve 5G message business management and technical guarantee measures and mechanisms, strengthen business standardization management and user rights protection, ensure network and data security, and strengthen risk monitoring analysis and emergency response. Mobile phone manufacturers set 5G message function switches, standardize the interface display of 5G messages, and significantly distinguish 5G messages from ordinary short (color) messages and other types of information. The content and form of 5G message display shall not be changed without authorization, and the subject of information distribution and transmission channel shall not be confused. Strengthen the authority management for mobile applications to invoke 5G messages, and prevent risks such as telecommunication network fraud caused by relevant illegal calls.
