The European Commission, the EU's executive arm and the top antitrust enforcement agency, said Broadcom had made a comprehensive commitment to provide access and system connectivity to its only existing competitor, Marvell, as well as any other potential future competitors. The concessions meant the deal "will no longer raise competition concerns", the commission said. Approval from 27 groups of countries is conditional on Broadcom fulfilling its commitments within 10 years and monitoring compliance by independent trustees.

The committee conducted an in-depth investigation last year, fearing that the combination of Broadcom hardware and VMware software could block competitors' technology. The deal still faces scrutiny elsewhere, and the UK's competition regulator is investigating and deciding on a deadline of September 12.

Broadcom hopes to establish a stronger foothold in the cloud computing market, while VMware's technology allows large enterprises to combine public cloud access with internal corporate networks. VMware has close relationships with every major cloud company and provider, including Amazon, Google and Microsoft.

Also on Wednesday, the European Union fined US biotechnology giant Illumina $475 million for buying cancer screening company Grail without regulatory approval.
