According to the Shanghai Science and Technology Commission, the department has fully combed the "double reduction" policy documents and other supporting policies of the state and this city, and according to the "guidelines for the Identification of types of out-of-School training Services for Primary and Middle School students in Shanghai", conduct on-the-spot research on the training contents of existing training institutions in society, hold consultation meetings of training institutions and relevant functional departments, hold special seminars, and consult the public online to form a "catalogue."

In addition, the Shanghai Science and Technology Commission also said that the catalogue basically covers the existing non-disciplinary science and technology training programs carried out in compliance. At the same time, according to Article 6 of the Shanghai Science and Technology off-campus training institutions Establishment Standard (Shanghai Science and Technology Regulation (2023) No. 7), the department will timely adjust and issue a new catalogue according to the development of the training market.
