Most of the data traffic transmitted on geographically shared mobile networks tends to be concentrated in relatively small sites. It may be possible to enable licensed mobile use in specific high-traffic locations while allowing Wi-Fi to be used elsewhere.

The scheme can also give priority to the use of Wi-Fi in specific areas with high demand, while allowing the use of mobile devices in other areas.

Regulators are seeking advice on both options and may implement one based on feedback. The agency indicated that in addition to determining the mechanism for implementing the hybrid sharing method, it also hoped to coordinate the allocation of this band in the international market in order to achieve economies of scale of the equipment.
