Earlier, according to DigiTimes, ASML tried to circumvent the ban on new Dutch sales licenses by launching a special version of the DUV lithography machine for the Chinese market. Sources said that if the project continues, SMIC, Huahong and other Chinese semiconductor companies can continue to use Dutch equipment to produce 28nm and more mature chips.

CTOnews.com noted that the Dutch side had formally announced the latest decision, requiring companies to obtain a license before exporting advanced equipment, and the new rules will take effect on September 1. After the introduction of the new Dutch rules, ASML said that under the new export control regulations, it would need to apply for an export license from the Dutch government to ship the state-of-the-art infiltrating DUV system, known as TWINSCANNXT:2000i and the subsequent impregnation lithography system. The Government of the Netherlands will decide whether to grant or refuse to issue an export license and will provide ASML with details of the conditions attached to the license.

In its statement, ASML highlighted that the new export control regulations issued by the Dutch government only deal with TWINSCANNXT:2000i and the subsequent launch of the infiltrating lithography system (DUV). The company's EUV lithography (extreme Ultraviolet Lithography) system has been restricted before, and the shipments of other systems are not under the control of the Dutch government.
