The open letter claims that the draft artificial intelligence bill will not only endanger the competitiveness of European companies, but also fail to effectively address the technical challenges facing Europe. The draft bill strictly regulates the training data sources, corresponding capabilities and output results of the model, and requires that any model need to be verified with the EU database before listing in the EU region. therefore, enterprises need to pay considerable costs and liability risks to meet the requirements of the European Union.

In the open letter, they suggested that the EU only need to provide a series of principles that companies are required to comply with and set up a special regulatory body to investigate after the release of the relevant model technology, in order to flexibly adapt to the fast-growing technology market.
