Shulou(Shulou.com)11/24 Report--
Thanks CTOnews.com netizen soft media new friend 1933769 clue delivery! ChatGPT detonated the generative AI revolution, which made the United States panic again. Foreign media said that the United States is expected to introduce restrictions on Chinese AI chip exports in July, and NVIDIA's special version of A800 will also be banned.
The United States is going to attack again.
According to the Wall Street Journal, people familiar with the matter said that the United States is considering imposing new restrictions on the export of Chinese AI chips.
Specific measures from the U.S. Department of Commerce are expected to be introduced in early July.
Among other things, Nvidia and other chipmakers are prohibited from shipping to Chinese customers without permission.
AI cloud services will also be limited. Chinese AI companies have managed to circumvent U.S. export controls and obtain high-end chips through third parties.
Affected by the latest news, NVIDIA shares fell more than 2%, AMD fell about 1.5%.
A800 is banned? The latest move by the United States to impose chip restrictions will be part of a "final rule" codifying and expanding export control measures announced last October.
The move could further weaken China's ability to build artificial intelligence.
At the end of August 2022, Nvidia and AMD both said that their advanced chips, including Nvidia's data center chips A100 and H100, had been listed on the export control list by the U.S. Department of Commerce.
Nvidia responded in November with an advanced A800 AI chip for the Chinese market.
Its performance is below the threshold set by the U.S. Department of Commerce as an alternative to the banned A100.
A spokesperson for NVIDIA said in a statement:
"The NVIDIA A800 GPU, which will go into production in Q3 2022, is another replacement for the NVIDIA A100 for customers in China. The A800 meets explicit U.S. government tests for reduced export controls and cannot be programmed to exceed performance."
Now, people familiar with the matter say new restrictions being considered by the U.S. Department of Commerce would even prohibit the sale of A800 chips without a license.
Nvidia declined to comment, while AMD did not immediately respond to requests for comment.
After the AI cloud service physical chip is banned, enterprises can also seek to rent "cloud computing power" from foreign computing cloud service providers.
Access to technology subject to US export controls through the use of cloud service providers and lease agreements with third parties.
At this year's GTC conference, Lao Huang once released NVIDIA DGX Cloud artificial intelligence cloud service. Each instance comes with eight H100 or A100 80GB GPUs.
DGX Cloud provides NVIDIA DGX AI Supercomputing Dedicated Clusters that give enterprises quick access to generative AI. and other groundbreaking applications.
In this way, global enterprises can rent DGX Cloud clusters on a monthly basis in the form of "cloud leases" starting at $37,000/month per instance.
In addition to NVIDIA, the world's three major cloud service providers, Amazon, Microsoft, Google are the largest cloud computing adoption rate and use scale.
And now, it seems that this road will not work in the future.
According to people familiar with the matter, the government is also considering restrictions on leasing cloud services to Chinese AI companies.
The timing of the latest rules remains uncertain as chipmakers continue to press the government to drop or relax the new restrictions.
The Commerce Department will reportedly stop shipping chips made by NVIDIA and other chip companies to Chinese customers as early as July.
The discussion of the latest action follows the rise of the current generative A after the first restrictions were imposed last year.
U.S. officials and policymakers increasingly view AI as a national security issue. AI tools can be used to create chemical weapons, generate malicious computer code, and other critical problems.
However, protecting critical technologies while minimizing the impact on U.S. and allied business operations is a huge challenge for the U.S. government itself.
Jake Sullivan, the national security adviser, said in April that "we are protecting our basic technology with a small yard and high walls."
The Commerce Department imposed a series of stringent export controls on advanced semiconductors and chip manufacturing equipment last October, but has yet to issue formal regulations to incorporate the rules into law.
Since last fall, the government has been soliciting input from affected businesses and consulting with allied governments to develop final regulations.
So far, the United States has persuaded two of the world's top chip-making equipment manufacturers, the Netherlands and Japan, to join its policies.
The U.S. is also expected to allow South Korean and Taiwanese chipmakers to continue operating and expanding their existing factories in China to produce less advanced or traditional chips.
The Biden administration is also considering an executive order that would restrict U.S. investment in China and other competitors.
