While job shortages and lack of engineering permits are the main reasons for the backwardness of the project, some analysts pointed out that TSMC may also be interested in slowing down its expansion because the semiconductor industry is cooling.

In Taiwan, TSMC can usually get a chip factory into production within 30 months, but it can take more than three years in the US to get the plant into production.
