From July 1 to December 31, 2023, production enterprises can apply to the Ministry of Industry and Information Technology (Telecommunications equipment Certification Center) for the use of the new network access permit mark, or they can continue to apply for and use the original network access permit paper mark. From January 1, 2024, we will comprehensively promote the new permission logo for entering the network. At that time, the original paper logo of the access permit will no longer be issued, and the previously issued paper logo will still be valid during the validity period of the permit and can continue to be used.

New style

On the basis of fully inheriting the graphic logo, equipment type and other element information of the original paper logo, the old style new network access license logo highlights the Chinese character elements of "network access license" and "network trial". A unique digital code compatible with industrial Internet logo is added; at the same time, some shortcomings of paper signs are solved by providing presentation methods such as electronic display to facilitate online query of equipment information. It not only ensures the identification continuity of license signs, but also can better adapt to the new situation of digital economy development. According to the functional support of telecommunications equipment, the notice provides flexible and various logo presentation forms for enterprises to choose from. According to the actual products, enterprises can adopt one or more of the following ways to add new network license signs: first, electronic display, second, physical printing, third, label adhesion, fourth, in line with the provisions of other situations.

In order to thoroughly implement the spirit of the 20th CPC National Congress and implement the relevant requirements of the "opinions of the General Office of the State Council on deepening the Reform of the Management system of the Electronic and Electrical Appliances Industry" (State Office issued [2022] No. 31), to create convenient conditions for the listing of products of telecommunications equipment manufacturing enterprises (hereinafter referred to as production enterprises), the Ministry of Industry and Information Technology has decided to launch and promote a new type of network access license sign to gradually replace the original paper sign. The relevant notices are as follows:

Logo style the new type of network access license logo is composed of license logo, equipment type, digital code and other elements (see attachment for details of the specification and style).

II. Application channels the production enterprise applies for the use of the new type of network access permit mark through the following channels:

(1) for the telecommunications equipment newly applied for network access license, the manufacturing enterprise shall state the design and use scheme of the new type of network access license logo in the "Product introduction" of the application material for network access license. If the permission for access to the network is approved and approved by the Ministry of Industry and Information Technology in accordance with the law, the new permission mark for access to the network may be used.

(2) for the telecommunications equipment that has been licensed to enter the network, the manufacturing enterprise shall submit to the Ministry of Industry and Information Technology (Telecommunication equipment Certification Center) the design and use plan of the new access license mark; the Ministry of Industry and Information Technology (Telecommunication equipment Certification Center) shall complete the necessary audit within 3 working days after receiving the plan, and notify the enterprise to use the new access license mark.

3. According to the characteristics of the product, the production enterprise may apply a new type of network license mark in one or more of the following ways:

(1) Electronic display. Set and present a new type of network license logo in the telecommunications equipment operating system or management software.

(2) physical printing. A new type of network license mark shall be printed, inkjet, molded or etched on the outer body, nameplate or packaging of telecommunications equipment products.

(3) label adhesion. The label of a new type of network access license mark is affixed and printed on the outer body, nameplate or packaging of telecommunications equipment products.

(4) other circumstances that comply with the provisions.

IV. Usage requirements (1) the production enterprise shall apply a new type of network access license mark to ensure that the presentation effect is clear, easy to recognize, coordinated and beautiful, and can choose color or black-and-white style according to the needs, and can be scaled up or reduced in proportion according to the prescribed style, but it must not be deformed.

(2) in order to facilitate the identification of the public, if the telecommunications terminal equipment applies a new type of network access license mark by means of electronic display, the manufacturing enterprise shall add a new type of network access license mark on the minimum package of its products, or print the Chinese words "this product has been licensed to enter the network".

(3) the manufacturing enterprise shall state the presentation location and viewing method of the new permission mark for entering the network on the product description, the accompanying materials or the official website.

(4) the manufacturing enterprise shall promptly report to the Ministry of Industry and Information Technology (Telecommunications equipment Certification Center) the product name and code of the telecommunications equipment, the number of the network access license (including the trial approval document) and the period of validity associated with the new network access license mark, and do a good job in updating and maintaining the information.

General arrangement (1) starting from July 1, 2023, the new network access permit logo will be officially launched. From July 1 to December 31, 2023, production enterprises can apply to the Ministry of Industry and Information Technology (Telecommunications equipment Certification Center) for the use of the new network license mark, or they can continue to apply for and use the original network access permit paper mark.

(2) from January 1, 2024, the new network access permit logo will be promoted in an all-round way. At that time, the original paper logo of the access permit will no longer be issued, and the previously issued paper logo will still be valid during the validity period of the permit and can continue to be used.

VI. Other (1) as of the date of promulgation of this circular, manufacturing enterprises are no longer required to mark the license number of access to the network at the packaging, built-in information, advertisements and other places of telecommunications equipment.

(2) the specification and style of the new permission mark for access to the network and the application process for the production enterprise are detailed in the attachment.
