The CPC Central Committee attaches great importance to the digital economy and promotes the development of the digital economy as a national strategy. The general secretary pointed out: "in the current era, digital technology and digital economy are the first opportunity for the world scientific and technological revolution and industrial change, and they are the key areas of the new round of international competition. We should seize the first opportunity and seize the commanding heights of future development." The 20th CPC National Congress has made strategic arrangements for speeding up the development of digital economy, promoting the deep integration of digital economy and real economy, and building digital industry clusters with international competitiveness. In recent years, under the strong leadership of the CPC Central Committee and the vigorous promotion of various departments and regions, the development of China's digital economy has achieved positive results.

First, the comprehensive strength of digital infrastructure has reached a new level. China has built the largest and technologically leading network infrastructure in the world. by the end of April this year, more than 2.73 million 5G base stations had been built, and 5G networks covered all prefecture-level cities. the number of ports with gigabit network service capacity exceeds 17.93 million, 5G mobile phone users 634 million, Gigabit optical network users exceed 100 million, mobile animal networking users reach 1.984 billion, and 5G applications have covered 52 major categories of national economy. The foundation of the Internet of everything has been steadily consolidated.

Second, the pace of integration of the digital economy and the real economy is becoming increasingly solid. The popularization rate of key process numerical control and digital R & D and design tools in key industrial enterprises reached 59.4% and 77.6% respectively, and the industrial Internet was fully integrated into 45 major categories of the national economy. the industrial scale exceeds 1.2 trillion yuan. "5G + Industrial Internet" has landed in all industries in Qianhang and extended to the core links of production.

Third, the core digital industry continues to grow. In 2022, the operating income of China's electronic information manufacturing industry reached 15.4 trillion yuan, the software business income reached 10.8 trillion yuan, and the industrial income of big data reached 1.57 trillion yuan, laying a solid industrial and technological foundation for the integrated development of informatization and industrialization. The incubation and application promotion of high-quality open source communities at home and abroad have been accelerated, injecting vitality into technological innovation and economic and social development.

Fourth, speed up the flow of data elements. We will thoroughly implement the "20 articles of data", speed up the construction of a basic data system, and study and formulate national standards in the areas of data property rights, circulation and transactions, asset evaluation, and security governance. We will continue to carry out the implementation of the National Standard for data Management capability (DCMM). By the end of March 2023, a total of 1469 enterprises had completed the implementation of the standards, covering 10 major areas such as electric power and communications. We will promote the high-level construction of data exchanges in Beijing, Shanghai and other places, the rapid rise of emerging entities such as data tagging, data intermediation and data governance, and the gradual formation of market operation systems such as data asset evaluation, registration and settlement, and dealmaking. The potential of data elements has been further released.

Fifth, international cooperation in the digital economy is deepening. Actively carry out practical cooperation with ASEAN, the African Union and countries along the Belt and Road Initiative in the field of digital economy, participate in digital rule-making in multilateral mechanisms such as the United Nations, G20, BRICS, and advocate the launch of a series of international cooperation initiatives and agreements such as the G20 Digital economy Development and Cooperation Initiative, the Initiative to build a Community with a shared Future in Cyberspace and the Global data Security Initiative. It has significantly enhanced the international influence of China's digital economy.
