Google's letter to the FTC was sent in response to the FTC's March request that the industry address possible anticompetitive behavior in the cloud computing industry. According to the report, Google pointed to Microsoft in the letter, criticizing Microsoft for making it difficult for customers to use other vendors 'services in addition to Microsoft Azure cloud services through Windows Server and Microsoft Offices products. Google described Microsoft's licensing restrictions as "complex networks" that prevented enterprise customers from choosing software vendors.

Google stressed that Microsoft's approach poses a significant national security and cybersecurity risk. Google also cited several cyberattacks involving Microsoft products, including the SolarWinds vulnerability.

CTOnews.com noted that Google also accused Oracle of being harmful to consumers in its letter, saying that Microsoft and Oracle locked customers into their ecosystem through overly complex agreements, forcing customers to adopt a single cloud service, increasing customer usage costs and disrupting the thriving digital ecosystem in the United States and around the world.

According to Google, Microsoft ranks second in the cloud services market, second only to Amazon AWS, but far higher than Google, which ranks third.
