The Convention states that it is necessary to resist the display and dissemination of information aimed at product quality, food safety, spam messages, etc., and instigating the use of malicious complaints for improper benefits.

The Convention also emphasizes the need to strengthen internal inspection mechanisms, actively monitor violations of laws and regulations that use malicious complaints for illegal profits, and deal with them in a timely manner after discovery. It is necessary to establish a reporting and acceptance channel and working mechanism for the use of malicious complaints for illegal profit-making. Those who do violate laws and regulations should be dealt with quickly and strictly.

Representatives of Tencent, Ali, Shuanyin, Zhihu, Beep, Little Red Book, Fast Hand and other enterprises made speeches and said: The signing of the Convention will help to further build consensus in the industry, resolutely resist the use of Internet platforms to publish illegal content of template-based malicious complaint video tutorials such as spam messages, jointly crack down on illegal and illegal acts of using malicious complaints for improper benefits, promote the standardized and orderly development of telecommunications and Internet industries, and effectively protect the legitimate rights and interests of enterprises and users.

Convention on Self-Regulation against Unlawful Profits from Malicious Complaints

Article 1 This Convention is formulated for the purpose of promoting the standardized and orderly development of the telecommunications and Internet industries, safeguarding the legitimate rights and interests of enterprises and users, and cracking down on illegal acts of using malicious complaints to seek improper benefits.

Article 2 Telecommunications and Internet operators voluntarily accede to this Convention and fully respect and consciously implement the contents of this Convention.

Article 3 Resist the display and dissemination of information aimed at product quality, food safety, spam messages, etc., and instigate the use of malicious complaints for improper benefits.

Article 4 Strengthen the internal inspection mechanism, actively monitor illegal and illegal behaviors that make use of malicious complaints for illegal profits, and deal with them in a timely manner after discovery.

Article 5 Establish reporting channels and working mechanisms for the use of malicious complaints for illegal profit-making. Those who do violate laws and regulations shall be dealt with quickly and strictly.

Article 6 Create a safe, reliable, credible and healthy application environment, and advocate honest, trustworthy, healthy and civilized network behavior.

Article 7 The Internet Society of China, as the executive body of this Convention, shall be responsible for organizing the signing and implementation of this Convention, and timely publicizing relevant national laws, regulations and policies to the industry.

Article 8 This Convention shall enter into force after it is signed and affixed with the official seal of the legal representative of the initiating unit or its entrusted representative, and shall be promulgated to the public by the Internet Society of China within 30 days after its entry into force, and shall come into force as of the date of promulgation.

Article 9 The Internet Society of China shall be responsible for the interpretation of this Convention.
