Accelerate the effective coverage of charging infrastructure in rural areas where electric vehicles are suitable. Vigorously promote the construction of charging infrastructure in public areas such as public parking lots, qualified gas stations and tourist attractions. On the other hand, build an information network platform with full access to all kinds of charging infrastructure. Encourage provinces (autonomous regions and municipalities directly under the Central Government) to build charging infrastructure supervision and operation service platforms, strengthen data interconnection with electric vehicles, cities and highway travel service networks, and timely release public charging infrastructure settings and real-time usage through various convenient channels such as Internet map service platforms.

In view of the "difficulty in entering the community", the Guiding Opinions specifically propose to actively promote the construction of charging infrastructure in residential areas. Firstly, in terms of facility installation, it is required to speed up the promotion of charging infrastructure for fixed parking spaces in existing residential areas; strictly implement the charging infrastructure allocation requirements for newly-built residential areas, and ensure that charging infrastructure is built or installation conditions are reserved for 100% of fixed parking spaces as required. Secondly, in terms of coordination mechanism, it is required to speed up the formulation of management guidelines for charging infrastructure construction in residential areas with cities as units, optimize facilities construction support policies and management procedures, implement the responsibilities of grass-roots management organizations such as sub-district offices and residents committees, and establish a "one-stop" coordination promotion and complaint handling mechanism. Thirdly, in terms of service guarantee, charging operation enterprises are encouraged to accept the entrustment of owners to uniformly provide charging infrastructure construction, operation, maintenance and other services; charging infrastructure construction is encouraged to be included in the reconstruction scope of infrastructure facilities in old residential areas, and supporting power supply and distribution facilities shall be constructed simultaneously.

In view of the "difficulty in highway charging", one is to build a convenient and efficient intercity charging network. Accelerate the completion of charging infrastructure shortcomings of road network between key cities to effectively meet the medium-and long-distance travel demand of electric vehicles; expand the coverage breadth of charging infrastructure of national expressway network, encrypt and optimize the layout of facilities; promote the scientific layout of charging infrastructure in service areas and service stations of ordinary national and provincial trunk highways with conditions according to local conditions. The second is to strengthen the charging service of expressway service area. It is required that the charging infrastructure shall be constructed simultaneously in the newly-built expressway service area, and the transformation of charging infrastructure in the existing expressway service area shall be accelerated. In principle, high-power charging technology shall be adopted for the newly-added facilities. Appropriate mobile charging infrastructure shall be put into operation in areas with large traffic volume and during major holidays to enhance the resilience of charging network. The third is to build a charging network for interconnected urban agglomerations. Strengthen unified planning and coordinated construction of charging infrastructure, and improve the accessibility of electric vehicles among urban agglomerations, metropolitan areas and key cities.
