Improved trade-offs between random access modes between preset M1-M13.

Speed up the preset coding speed of higher quality, which can be increased by 30-40%.

Increase the BD rate by 1-4%.

Improve the low latency mode of screen content and non-screen content coding mode.

Add a toggle switch to delete the traditional single-frame buffer at the pipeline input, allowing low-latency mode to run under subframe processing delays.

Add a new API that allows the user to specify the quantization offset of the region of interest for each frame.
