The guidance also emphasizes strengthening the unified planning and collaborative construction of charging infrastructure, strengthening the exchange and sharing of data on charging services in different cities, speeding up the intelligent upgrading of charging networks, realizing the effective convergence of cross-regional charging services, and improving the access capacity of electric vehicles among urban agglomerations, metropolitan areas and key cities. Focus on the Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macau Greater Bay Area, Chengdu-Chongqing economic circle to build a charging network, build a fast charging network for major cities in the Unicom region, and strive to reach the world's advanced charging technology, standards and services.
The official also requires: to build a charging network with urban surface shape, highway line shape, and rural point layout, and the proportion of parking spaces in large and medium-sized urban commercial parking lots with standardized charging conditions will strive to exceed the proportion of urban registered electric vehicles, and the coverage of charging services in rural areas will increase steadily.
In addition, the "guidance" also emphasizes that the speed of charging infrastructure is complementary, intelligent and open, charging services are safe, reliable, economical and convenient, standards and market supervision systems are basically improved, industry supervision and governance capabilities are basically modernized, and technological equipment and scientific and technological innovation have reached the world's advanced level.
The State Office also encourages the construction of charging infrastructure to be included in the transformation of infrastructure in old residential areas, and strengthens the guidance of scientific and technological innovation. Vigorously promote the application of intelligent charging infrastructure, actively promote the intelligent transformation of the distribution network, and strengthen the energy interaction between electric vehicles and the power grid. We will speed up the research on fast charging, high-power charging, intelligent and orderly charging, wireless charging, and cooperative control of optical storage and charging, and continuously optimize the technical performance of electric vehicle batteries.

First, optimize and improve the network layout. We will build a convenient and efficient inter-city charging network and an interconnected metropolitan area charging network, and speed up to make up for the shortcomings of the charging infrastructure of the road network between key cities. Fourth, strengthen the guidance of scientific and technological innovation. Vigorously promote the application of intelligent charging infrastructure, actively promote the intelligent transformation of the distribution network, and strengthen the energy interaction between electric vehicles and the power grid. We will speed up the research on fast charging, high-power charging, intelligent and orderly charging, wireless charging, and cooperative control of optical storage and charging, and continuously optimize the technical performance of electric vehicle batteries.
The fifth is to increase support and guarantee. It is the main responsibility of the local government to promote the development of charging infrastructure as a whole. We will implement the peak-valley time-of-use electricity price policy and exempt electricity demand (capacity) charges for centralized recharging facilities with two-part electricity prices before 2030. Local governments at all levels should establish a coordinated promotion mechanism, further strengthen the protection of key factors for the development of land, funds and other charging infrastructure, and continuously follow up and solve key and difficult problems.
