CTOnews.com noted that the implementation opinions put forward detailed requirements for the construction of this new power system: new new energy projects should strictly allocate energy storage, encourage the construction of energy storage facilities on the grid side and the user side, and actively develop outdoor energy storage. Among them, we will focus on the development of large-scale independent energy storage power stations, which have the characteristics of large scale, relatively low average construction cost, strong regulation capacity and easy dispatching. Henan Province will focus on building independent energy storage power stations with a capacity of no less than 100000 kilowatt hours.

At the same time, Henan Province also actively encourages new energy power plants to lease the capacity of large independent energy storage power stations, and encourages enterprises with large power users to carry out "user-side energy storage" to reduce the use of high-priced electricity by means of "charging at trough and discharging for self-use at peak time". For projects with a user-side energy storage scale of more than 1000 kilowatt-hours, the provincial finance will give an one-time reward in the following year after it has been put into use and passed the verification and acceptance. According to the subsidy standard of 140 yuan per kilowatt hour in 2023, enterprises can enjoy a subsidy of 1.4 million yuan to build an energy storage project of 10,000 kilowatt hours.
