Japan's Cabinet Digital Market Competition Commission today released a final report on the direction of new rules for large IT companies, including regulations to open up the app market, such as forcing Apple to open a third-party app store for iOS, the Yomiuri Shimbun reported.

The Japanese cabinet said the report was intended to encourage market competition, service price cuts and product diversification. The government will review the relevant provisions in accordance with the new law and strive to submit a bill to the regular session of Congress as early as next year.

Some voices have previously pointed out that opening the side load (bypassing the official app store to download App) may reduce the security of iPhone. In response, the Japanese government decided that the scope of the opening is limited to third-party app stores, and does not include download sites that may have a negative impact on security.

Japanese Chief Cabinet Secretary Boichi Matano said: "it is also important to ensure that consumers have the right to choose while ensuring safety."

In response, Apple said in a statement today that it "solemnly opposes some of the provisions of the new bill." Google said: "We have been working with the government and explaining how our business works. We will continue to deepen constructive discussions (with the Japanese government)."

CTOnews.com previously reported that the Japanese government decided in early June to introduce new regulations for the operating services of large IT companies, which would require Apple to open third-party app stores to iOS and prohibit Google from favouring its own services in search results.
