The provision was adopted overwhelmingly by 587 votes in favour, 9 votes against and 20 abstentions. The EU said the new rules take into account the technological development and future challenges of the battery industry and will cover the entire battery life cycle from design to scrapping.

The most striking aspect of the regulation is undoubtedly a new requirement for electronics that batteries in all household appliances and consumer electronics should allow consumers to "easily disassemble and replace". The word "easy" means that users can replace batteries without special tools.

After entering the smartphone era, almost all manufacturers have abandoned the detachable back cover design for various reasons, such as frivolity, security, waterproofing and so on. The new rules adopted by the European Union mean that the integrated design of mainstream smartphone products must be greatly modified unless manufacturers have made replacement plans.

The new EU law will come into force in early 2027. The EU can also extend the time limit if equipment manufacturers need more time to adjust. However, since the law applies only to Europe, it is doubtful whether manufacturers will design separate phone styles for European users.

Electric vehicle batteries, light vehicle batteries (LMT) and rechargeable industrial batteries with a capacity exceeding 2kWh must carry a carbon footprint statement and label

Electric vehicle batteries, light vehicle batteries and rechargeable industrial batteries with more than 2kWh capacity must have digital battery passports.

Household appliances and consumer electronic products need to use portable batteries that consumers can easily disassemble and replace themselves.

Stricter waste collection targets: 45% for portable batteries by 2023, 63% for 2027, 73% for 2030, 51% for LMT batteries, 61% for 2031

The lowest level of material recovery from waste batteries: lithium 50% in 2027, 80% in 2031, cobalt, copper, lead and nickel 90% in 2027, 95% in 2031

The lowest level of waste recovery components used in the manufacture of new batteries: cobalt 16%, lead 85%, lithium 6%, nickel 6% eight years after the regulation came into force, and 26% cobalt, 85% lead, 12% lithium and 15% nickel after 13 years of entry into force.
