CTOnews.com quoted Microsoft official blog post as saying that Insider members of existing Win11 Build 22624 will receive a new enabler package and automatically upgrade to Build 22631 after installation.

Microsoft said that this enabling package is mainly used to enhance the version number and enable new features by default, which is convenient to distinguish from Build 22621 (which disables new features by default).

Users currently in Win11 Build 22621 can choose to switch to Build 22631 updates by installing the enabler package.

The improvements to Win11 Build 22631.1900 are as follows: [general] in order to minimize the interference of Toast notifications, Microsoft will detect the interaction between users and Toast in the new version and provide recommendations to turn off Toast notifications for such applications.
