The official document points out that a new round of development plans for the three leading industries will be formulated to build world-class industrial clusters. We will speed up the research and development of key links of integrated circuits and promote the development of the next generation of technological innovation and integration.

In addition, the Action Plan also mentions the layout of frontier areas such as biomedical gene and cell therapy and synthetic biology, and the construction of a collaborative research and innovation platform for medical enterprises and an innovation base for the integration of industry and medicine.

Shanghai also stressed that it is necessary to aim at the forefront of artificial intelligence technology, build a general model, develop industrial ecology in vertical fields, build an international algorithm innovation base, and speed up the innovation and development of humanoid robots.

CTOnews.com noted that the Action Plan is divided into three parts, including overall requirements, priority tasks and safeguards:

(1) to clarify the overall requirements. It includes guiding ideology, basic principles and main objectives. By 2025, the "2 + (3 + 6) + (4% 5)" modern industrial system will be continuously consolidated, with industrial added value exceeding 1.3 trillion yuan, accounting for more than 25% of the region's GDP, and industrial investment growing at an average annual rate of 5%. The subdivision goals and indicators are put forward around the leading function of high-end manufacturing, the source level of independent innovation, the transformation of digitalization and greening, the development vitality and competitiveness of enterprises, etc. For example, the output value of strategic emerging industries accounts for 45% of the total industrial output value above scale, the total scale of the three leading industries reaches 1.8 trillion yuan, the R & D investment intensity of key manufacturing enterprises reaches more than 2.5%, and the use density of industrial robots strives to reach 360 / 10,000 people. efforts will be made to build Shanghai into a high-end manufacturing growth pole that drives the Yangtze River Delta and radiates the country.

(2) to put forward key tasks. Implement 6 major actions and 22 key tasks.

One is the action of upgrading the strong chain. Improve the resilience and safety level of the industrial chain supply chain, and build a modern industrial system. We will promote the three leading industries to build world-class industrial clusters, create four trillion-class industrial clusters of electronic information, life and health, automobiles and high-end equipment, and two 500 billion-class industrial clusters of advanced materials and fashionable consumer goods. We will foster a batch of 100 billion-level industries in subdivided fields, accelerate the layout of "four new tracks" and "five major future industries", and promote the integration of advanced manufacturing and modern service industries.

The second is the operation of strengthening the foundation and building the bottom. We will strengthen efforts to tackle key core technologies and consolidate the foundation for the development of the manufacturing industry. We will carry out industrial foundation reengineering projects and major technical and equipment projects, and carry out more than 100 key projects every year. We will speed up the construction of innovation carriers in the manufacturing industry, lay out a number of national and municipal innovation platforms, promote "chain-leading" enterprises to take the lead in setting up open innovation consortia, and strengthen the construction of quality brands in the manufacturing industry.

The third is the action of digital butterfly. Speed up the digital transformation of the traditional manufacturing industry and improve the digital competitiveness of the manufacturing industry. We will implement the intelligent factory pilot plan, build 20 benchmark intelligent factories and 200 demonstration intelligent factories, implement the "Gongfu Shanghai" action plan, create 30 industrial Internet benchmarking platforms, and cultivate 40 "industrial tax chain owners" enterprises step by step. Make good use of "intelligence evaluation coupons" and "arithmetic coupons" to support enterprises' digital diagnosis and purchase of computing services.

Fourth, green takes the lead. Around the new direction of green and low carbon, promote low-carbon zero-carbon negative carbon technological innovation, carry out pilot demonstration of product carbon footprint, implement a number of energy-saving and carbon-reducing technological transformation projects in key industries, build Baowu carbon neutralization industrial park and green low-carbon demonstration park in chemical zone, eliminate about 500 backward production capacity every year, improve the green manufacturing system, and create a number of green factories, green supply chains, green parks, and so on.

Fifth, the action of enterprise growth. Echelon to cultivate pilot enterprises, scientific and technological enterprises, "specialized and special new" enterprises, etc., to strengthen the group of excellent manufacturing enterprises. 15 new manufacturing enterprises with an output value of more than 10 billion yuan, dynamically nurturing about 50 main chain enterprises, speeding up the introduction of manufacturing headquarters, rolling cultivation of a number of "unicorn", "gazelle" and other scientific and technological enterprises, the number of municipal "specialized and special new" enterprises reached 10000. We will make greater efforts to promote the "small upgrading" of small and medium-sized enterprises, and about 1000 new industrial enterprises will be added each year.

The sixth is the space expansion operation. Optimize the spatial layout of manufacturing industry and improve the density of industrial economy. Give full play to the guiding role of industrial maps in investment promotion, build a number of major industrial projects, accelerate the growth of manufacturing industries in Pudong, Lingang, five new cities, and the transition from north to south, and build characteristic industrial parks with high standards. promote the development of clustering, ecology and integration; promote "industrial upstairs" and invigorate inefficient industrial land.

(3) strengthen safeguard measures. We should do a good job in ensuring the development of the manufacturing industry from five aspects: working mechanism, comprehensive elements, internal and external opening up, science and technology and financial services, and industrial talents. The urban areas will work together to establish an efficient and coordinated promotion mechanism, fully implement the objectives and tasks put forward in the Action Plan, and transform the "construction drawings" for the development of the manufacturing industry into "reality paintings".
