According to reports, the home appliance consumption coupons are divided into two types: offline coupons and online coupons, with a total investment of 300 million yuan. Among them, 50 million yuan for online vouchers and 250 million yuan for offline coupons, with JD.com App as the central online voucher platform and cloud flash App and wing pay App as the offline coupon issuance platform.

(1) online coupons. Used to support consumers in the province (refers to people whose mobile phones are located within the geographical range of 17 cities and states in Hubei Province when collecting the coupons, the same below). After receiving the coupons on the designated e-commerce platform, purchase home appliances (including consumer electronic products, the same below) at the designated shops on that platform, and the receiving place is within the regional scope of Hubei Province, and the amount of consumption coupons can be directly deducted if the verification conditions are met.

(2) offline coupons. It is used for consumers in the province to go to the designated offline retail stores in each city and state through the designated coupon issuing platform App to collect the coupons on the spot and then purchase household appliances in the designated offline retail stores. If the verification conditions are met, the amount of the consumption coupons can be directly deducted.

The online and offline home appliance coupons are uniformly set with three denominations of 100 yuan, 300 yuan and 500 yuan, and 10 times the write-off threshold, which can be superimposed with other concessions provided by platforms and merchants, but shall not be superimposed with other government concessions or subsidies put in place in the same period. In other words, after deducting all kinds of concessions provided by the platform and merchants, the outstanding amount of household appliances purchased by consumers reaches 1000 yuan, 3000 yuan and 5000 yuan respectively, and a home appliance consumption voucher can be used for write-off.

CTOnews.com reminded that the home appliance consumption coupons are planned to be distributed in two batches. The first batch will be issued from June 16 to June 24, 2023; the second batch will be issued from July 8 to July 16, 2023. During the issuing period, online coupons and offline coupons will be collected and used from 10:00 to 24:00 and 10:00 to 21:00 every day respectively.

The official also mentioned that if the write-off progress is slow and the remaining funds are large, the Hubei Provincial Department of Commerce will negotiate with each coupon issuing platform to appropriately extend the activity time. During the event, online and offline home appliance voucher distribution platforms regularly release a certain number of home appliance coupons every day, and consumers receive them on a first-come-first-served basis.

It is worth mentioning that the online and offline home appliance coupons successfully received by consumers are only valid on the same day, and the home appliance vouchers not written off on the same day will be cancelled the next day, and the recovered financial funds will be used for the subsequent release of home appliance vouchers. After the consumption coupon expires, the consumer can reclaim it.

The first rule of use is multi-platform usage. In this event, consumers can obtain online and offline home appliance coupons at the same time through three coupon issuing platforms, but in the same batch of home appliance vouchers issuing activities, the same consumer can only hold and write off no more than two home vouchers on the same platform. After the successful write-off of two home vouchers, they will lose the qualification to collect the coupons on this platform. Full or partial refund takes up one coupon index of the consumer. The second is a proportional refund. If a refund occurs after the successful use of the coupon, the cancelled consumption coupon funds will be refunded according to the proportion of the returned amount, and the returned funds will be automatically returned to the special account of the service platform and rolled over to the next batch of use.

Third, the order can not be detached. Multiple small household appliances purchased by the same consumer with one order can be combined to write off one household appliance consumption voucher, but a large amount of household electrical appliances shall not be divided into several orders to write off multiple household appliance consumption coupons.
