It is reported that the "implementation opinions" encourage new energy vehicle production enterprises to expand their production scale and improve the utilization rate of automobile capacity. If the annual capacity utilization reaches 60% or more and the output increases compared with the same period last year, or if the capacity utilization rate is more than 20% and the output increases by 50% or more compared with the same period last year, individual enterprises will be rewarded with a maximum of 10 million yuan according to the automobile capacity utilization ratio.

Further promote the use of new energy vehicles in the public domain, increase the proportion of new energy vehicles in the field of official vehicles year by year, use vehicles in scenic spots of class 4A and above, and strive to basically switch to new energy vehicles within two years; support conditional cities to actively declare national pilot cities for comprehensive electrification of public domain vehicles, and give a special award of 10 million yuan to the approved ones.

If new energy vehicles (except operating vehicles) are charged on time in public parking lots (sites) invested by the government, the parking service fee of 2 hours (including) will be exempted for the first parking within 24 hours.

1. Cultivate and strengthen the industrial chain of new energy vehicles. The first is to accelerate the development of vehicle enterprises. We will support enterprises of new energy vehicles (including special vehicles) to become bigger and stronger, and continue to arrange special funds to support them. New energy vehicle production enterprises are encouraged to expand their production scale and improve automobile capacity utilization. For new energy vehicle production enterprises with an annual capacity utilization rate of 60% or more and output increasing by 50% or more over the same period last year, individual enterprises will be rewarded with a maximum of 10 million yuan according to the vehicle capacity utilization ratio. The second is to implement the cultivation of industrial chain enterprises. Support new energy vehicles and power battery enterprises to introduce supporting enterprises in the industrial chain, and give a maximum reward of 1 million yuan to those with an annual matching scale of 50 million yuan or more with a single newly introduced enterprise within three years, and a single annual reward fund of up to 10 million yuan. For the newly introduced intelligent network-connected automobile industry chain supporting enterprises (including vehicle specification-level lidar, millimeter wave radar, ultrasonic radar, L2 and above intelligent terminals, on-line control execution system, intelligent cockpit, high-precision map and positioning, machine vision, intelligent driving algorithm, intelligent driving computing platform, intelligent operating system and other intelligent vehicle fields Wireless communications between vehicles and other devices outside the car, quantum communications, cloud computing and other network-connected automotive fields, vehicle specification-level automotive chips), with an annual supporting scale of 10 million yuan, 20 million yuan, 50 million yuan or more, will be awarded a maximum of 500000 yuan, 1 million yuan and 2 million yuan, respectively. The annual reward fund of the whole province shall not exceed 50 million yuan.

2. Increase the promotion and application of new energy vehicles. First, speed up the promotion and application of new energy vehicles. On the basis of consolidating the achievements of electrification of buses and cruise taxis, we will further promote the use of new energy vehicles in public areas such as logistics and distribution, sanitation, engineering construction, party and government organs, state-owned enterprises, scenic spots and port areas, and continue to increase the proportion of vehicles in the public domain. The proportion of new energy vehicles in the field of official vehicles will be increased year by year. 4A class and above scenic spots to use cars, and strive to basically switch to new energy vehicles within two years. The second is to promote the pilot project of comprehensive electrification of vehicles in the public domain. We will support conditional cities to actively apply for national pilot cities for the comprehensive electrification of vehicles in the public domain, and give a special reward of 10 million yuan to those approved. The third is to organize and implement comprehensive demonstration and application projects. Support production enterprises such as new energy vehicles, new energy construction machinery, new energy agricultural machinery, power batteries and other production enterprises and extension and application units to jointly build promotion and application demonstration projects in key areas and islands such as Meizhou Island. If the single promotion contract amount of the demonstration project reaches 10 million yuan and is delivered, the production enterprise shall be given an one-time demonstration promotion reward not exceeding 5% of the contract amount. The annual reward amount of the whole province shall not exceed 50 million yuan. We will support relevant prefectures and cities, automobile production enterprises and demonstration application units to jointly carry out intelligent network car access and road access pilot projects, and give a special reward of 5 million yuan to the lead units included in the national pilot project.

3. Promote the development of the whole industry chain of electric ships. First, support the introduction of domestic high-level electric ship development units. For the imported central high-level electric ship R & D and design institutions, an one-time reward of 2 million yuan for setting up a branch and 3 million yuan for setting up a subsidiary company. The second is to support the development of key core equipment for electric ships. The manufacturer of battery power propulsion system for electric ships shall be subsidized according to 20% of the amount of battery power propulsion system delivered (excluding provincial demonstration projects), and the subsidy for a single system shall be up to 2 million yuan. The third is to support the demonstration project of building electric ships. For electric ship demonstration projects (including new construction and renovation), after a certain mileage of delivery and operation, the subsidy shall be 40% of the price of the delivered ship battery power (hydrogen fuel cell) assembly, the maximum subsidy per ship is 10 million yuan (of which the first batch of demonstration projects in the province is subsidized by 60%, and the subsidy per ship is up to 15 million yuan). All the new ships in class 4A and above scenic spots and urban inland rivers use new energy ships, and strive for the existing old ships with high energy consumption and high emissions to be basically replaced by new energy ships within two years. Fourth, support the creation of electric ship demonstration application scene. Encourage relevant counties (cities), districts or units to first try to create demonstration and application scenarios for electric ships (including investment in the construction of a number of electric ships and supporting facilities such as charging (switching) power stations) in the light of local actual conditions, the total amount of rewards and subsidies to pilot counties (cities), districts or units shall be up to 10 million yuan. Fifth, support the construction of electric ship charging (changing) facilities. The power battery charging facilities of the electric ship demonstration project with supporting services shall be subsidized for the purchase of one-time equipment, in which a single (set) charging facility with charging power greater than or equal to 250kW and less than 500kW shall be subsidized according to the standard of 200000 yuan, and those exceeding 500kW shall be subsidized according to the standard of 500000 yuan.

4. Support enterprise R & D and innovation. One is to support the development of new products in enterprises. For the relevant models that meet the relevant sales requirements within one year, an one-time new product development reward of up to 2 million yuan will be given. Support R & D and design of green intelligent ship types, and give an one-time reward of 5 million yuan to R & D and design units for those included in the national green smart ship catalogue. The second is to strengthen the construction of R & D and innovation platform. We will support the "chain length" of the industrial chain to integrate resources and take the lead in creating innovative platforms such as commonness and forward-looking technologies in related fields. We will support the construction of third-party testing centers covering the whole industry chain, full traceability chain and full life cycle of new energy vehicles, intelligent networked vehicles, power batteries and other fields. The third is to promote the tackling of key core technologies. We should make full use of the policies of provincial major science and technology projects, key industry-university-research collaborative innovation projects, key technological innovation projects and industrialization projects to support key projects that meet the requirements. Fourth, encourage the formulation of relevant technical standards. Support the upgrading of enterprise standards and group standards to provincial and local standards, national standards, etc. Units that lead and participate in the formulation and revision of national standards and provincial and local standards shall be given certain subsidies in accordance with the relevant policies.

5. Expand and perfect the industrial ecology. The first is to expand the application scenario. For the related equipment driven by power battery that is produced and sold, the rated capacity of power battery will be rewarded according to 100yuan / kWh, and the annual reward of a single enterprise will be up to 10 million yuan. The hydrogen fuel cell system produced and sold (a single set) with a power of more than 50 kilowatts shall be rewarded according to 20,000 yuan per unit (set), and the annual subsidy for a single enterprise shall be up to 5 million yuan. The second is to develop battery leasing. Support the establishment of power battery leasing enterprises, carry out power battery leasing and other business in the purchase and use of power batteries, and subsidize the rated capacity of power batteries at the rate of 30 yuan per kilowatt-hour, with a total subsidy fund of no more than 100 million yuan for three years in the province. The third is to innovate financial services. Demonstration application units that purchase intelligent online vehicles through bank financing, financial leasing and other financing methods will be given a discount subsidy of 1 percentage point on the basis of the financing interest rate. For shipowners who purchase electric vessels for provincial demonstration projects, reference shall be made to the implementation.

6. Promote the construction of charging (changing) electricity and hydrogenation facilities. Support new energy vehicles, electric ship charging (changing) facilities, smart roadside facilities and functional platforms into the "new infrastructure" demonstration projects. Promote the centralized integrated demonstration station of "optical storage, recharge and inspection", and give the owner unit a subsidy of 500000 yuan for the construction of the demonstration station of "optical storage, recharge and inspection" that meets the relevant requirements. Priority will be given to the annual land use planning indicators, and independent centralized charging (switching) power stations and hydrogen filling stations will be included in the land use of public facilities business outlets. Support in accordance with the rules and regulations to make use of the site facilities of the existing refueling stations to carry out the reconstruction and expansion of hydrogen filling stations or the addition of charging (changing) facilities. Popularize the residential area charging service mode of intelligent and orderly, slow charging as the main, emergency fast charging as the auxiliary. Encourage the use of "unified construction and marketing" and other methods to speed up the construction of charging facilities in old residential areas. Combined with the transformation of old residential areas and neighborhoods, the power supply pipe ditch of charging facilities is fully reserved in the design and implementation to meet the fast power connection requirements of charging facilities.

7. Create a favorable environment for development. If new energy vehicles (except operating vehicles) are charged on time in public parking lots (sites) invested by the government, the parking service fee of 2 hours (including) will be exempted for the first parking within 24 hours. Vehicles at the end of new energy mail (express) items that have been filed with the postal administration department shall be allowed to stop for a short time on urban non-trunk roads without affecting road traffic. For trucks with new energy vehicle license plates (except heavy trucks and dangerous goods transport vehicles), there are no traffic restrictions on urban roads. The provincial highway company shall give away the electronic label for the electronic toll collection of the new energy vehicles in the province, and enjoy the preferential passage fee in accordance with the relevant provisions. All localities are encouraged to give new energy logistics vehicles and other subsidies to some high-speed roads within their jurisdiction. Support electric ships to enjoy priority through the gate, priority berthing and unberthing rights.

8. Strengthen the construction and management of "electric Fujian" platform. Integrate provincial new energy vehicles, charging facilities, electric ship supervision and other information application platforms to build an integrated "electric Fujian" platform. New energy vehicle manufacturers and power battery manufacturers are encouraged to cooperate with comprehensive utilization enterprises to carry out evaluation and testing, cascade utilization, disassembly and recycling of power batteries. We will further improve the local power battery recycling management system, and study and build a unified government supervision and traceability service platform for power battery recycling in the province.

9. Strengthen safeguard measures. The first is to improve organizational security. The provincial joint meeting of new energy vehicles will coordinate the promotion, application and industrial development of new energy vehicles, and comprehensively promote the construction of "electric Fujian". The second is to increase financial support. Special funds for the construction of "electric Fujian" are arranged, and different types of subsidy policies can be superimposed. We will improve the cooperation mechanism between government, bank and enterprises, speed up the establishment of a multi-level guarantee system, including financial contribution and social capital investment, and increase credit support for the "electric Fujian" industry chain and related application scenarios.
