In addition to NII, the content will be developed and provided by universities such as Tokyo University, Keio University, Nagoya University and Kyushu University. A spokesman for NII said: "We hope that these teaching materials will be widely used in university education and scientific research through the Internet, and contribute to the training of talents in the field of quantum science and technology."

The content license is basically in accordance with the CC-BY-SA 4.0agreement, and NII states that it "can be used for educational and research purposes free of charge", but if otherwise specified, it must comply with its content requirements. Users can access and view these materials free of charge without signing up for a dedicated account.

NII said that although quantum science and technology have made rapid progress around the world, there is a growing concern that there will be a shortage of people who support the medium-and long-term development of quantum technology in areas such as research and development, production and marketing. NII also confirmed that it plans to add videos and slides to the database in the future.

In 2019, four universities, including NII and the University of Tokyo, launched the Quantum Technology higher Education Center, an initiative aimed at supporting quantum technology education. The center has also set up a website for the dissemination of information and online lectures. The database opened this time is also open to the public on the same site.
