Xu Xinchao pointed out that at present, open source has become a new model of global collaborative innovation and a powerful driving force for the development of new technologies, and is the mainstream direction and inevitable trend of the development of the digital economy. In recent years, Beijing has actively created a "Beijing benchmark" and "open source highland" for the development of the global digital economy, which has contributed to China's open source ecological prosperity and international open source development. In the future, we will further increase investment in open source, vigorously support open source technological innovation, accelerate the promotion of open source open mode, actively explore open source commercialization, continuously optimize the open source development environment, and promote the high-quality development of the open source enabling industry.

Mei Hong, academician of the Chinese Academy of Sciences, delivered a keynote report entitled "three points of understanding of Open Source Development under the current Hot topic". He believes that open source has become an important model of innovation in the field of science and technology. Through self-organizing community groups, people are encouraged to create software based on interest, promote innovation with diversity inspired by group intelligence, and adapt to the uncertainty of the era of network computing. We should explore a new paradigm of group intelligent software development that combines the engineering paradigm and the open source paradigm, form a strong joint force for the government, the efficient market and the organic society, jointly create a new open source infrastructure base in China, and explore a new open source development model of the academic community. work together to build a dynamic open source innovation ecology.

Sun Wenlong, chairman of the Open Atomic Open Source Foundation, delivered a keynote report entitled "Open Atom gathering good for Source" at the opening ceremony. He said that as the first open source foundation in China, the Foundation always adheres to the concept of "science and technology, public welfare and inclusive benefits", never forgets the original intention of serving open source, keeps in mind the mission of contributing to open source, and promotes the rapid development of open source ecology. Since its establishment three years ago, 32 open source projects have been granted technical access by the Technical Supervision Committee (TOC), covering 12 key areas, including operating system, storage, security, middleware, cloud native, supercomputing, artificial intelligence, block chain, open source hardware, industrial software, browser kernel, font standards, etc., laying the foundation for the symbiosis of "storage, defense, cloud, computing" and "core, software, hardware, and end". Continuously launched public welfare projects such as "School Source Bank", "Source Translation knowledge", "Source Law" and "Heart to Source". At the opening ceremony and Summit Forum, the Atomgit code collaboration platform was tested and launched, which was jointly built by the Open Atomic Open Source Foundation, Aliyun Computing Co., Ltd., and Beijing Innovation Lezhi Network Technology Co., Ltd. On the basis of its existing security capabilities, AtomGit connects to external capabilities such as the Source Map Open Source Software supply chain of the Institute of Software of the Chinese Academy of Sciences, and provides developers with a series of out-of-the-box plug-ins and industry-advanced code review mode, and provides code hosting and storage services with high availability, high performance and security. At the same time, the Open Atomic Open Source Foundation has jointly launched a group intelligence paradigm open source project with CCF, Huawei, Tencent, Ali, CSDN and other forces to support the iterative development of the AtomGit code collaboration platform.

Leaders of international open source organizations such as CNCF Foundation, Open Invention Network (OIN), FOSSASIA, IEEE Open Source Committee, Open Source Business Alliance, Linux Foundation, Free Standards Organization (FSG), LF AI&Data Foundation, CNCF Governance Committee, and relevant leaders of open source enterprises such as Neusoft Group, Softong Power, Aliyun, Huawei, Tencent Cloud, Shenkaihong, Superfusion, Ant Technology Research Institute and other open source enterprises delivered keynote speeches.

At the opening ceremony and Summit Forum, the Beijing International Open Source Community officially set sail; initiated the establishment of an open source education committee and cloud native working committee; released the 2023 Beijing Software and Information Services Development report "Open Source vulnerability Information sharing Project"; and conducted an open source round table.

During the summit, more than 20 sub-forums will be organized, such as openEuler, OpenHarmony, open source model, cloud native, CARSMOS open source intelligent travel, etc.; a large-scale open source exhibition with an area of 9300 square meters, 62 exhibitors, more than 30 open source projects will be held; a roadshow for OpenCloudOS and openKylin projects will be held, and a "developer Night" party will be held.
