After digging in depth, the media found that netizens had feedback on this problem 7 years ago, and basically confirmed that it was caused by Microsoft Office ClickToRun Service (ClickToRunSvc).

Click-to-Run can automatically download and install Office software components and their patches, which can greatly reduce the time for online download, installation and upgrade of Office programs.
