Article 1 in order to standardize close self-organized network information services, safeguard national security and social and public interests, and protect the legitimate rights and interests of citizens, legal persons and other organizations, these provisions are formulated in accordance with laws and regulations such as the Network Security Law of the people's Republic of China, the measures for the Administration of Internet Information Services, and the provisions on Ecological Governance of Network Information content.

Article 2 these provisions shall apply to the provision and use of short-range ad hoc network information services within the territory of the people's Republic of China.

The term "short-range ad hoc network information service" as mentioned in these provisions refers to the use of Bluetooth, Wi-Fi and other information technology to set up a network in close range and provide services for issuing and receiving information.

The term "short-range ad hoc network information service provider" as mentioned in these provisions refers to the main body that provides close-range ad hoc network information services through platforms, systems, applications, etc., developed or operated.

The term "short-range ad hoc network information service users" as mentioned in these provisions refers to the subjects that use close-range ad hoc network information services to publish or receive text, pictures, audio and video and other information, including publishers and receivers.

Article 3 the provision of close self-organized network information services shall abide by the Constitution, laws and administrative regulations, carry forward socialist core values, adhere to the correct political direction, public opinion orientation and value orientation, and maintain clear and clear cyberspace.

Article 4 Information service providers of near-range ad hoc networks are encouraged to give priority to the use of secure and reliable close-range ad hoc network technologies.

Article 5 Information service providers of short-range ad hoc networks shall abide by laws and regulations and relevant state regulations, take necessary safety management systems and technical measures, enhance their ability to prevent risks, dispose of illegal information in accordance with the law, prevent and resist the dissemination of bad information, keep relevant records, and report to Internet letters and other relevant competent departments.

Users of the short-range ad hoc network information service shall not use the service to publish or forward illegal information; they shall take measures to prevent and resist the production, reproduction and release of bad information; if they receive illegal or bad information, they shall not forward it, they shall have the right to complain and report to the relevant competent departments such as online letters.

Article 6 in the process of providing services, close ad hoc network information service providers shall, in accordance with the provisions of the Network Security Law of the people's Republic of China, require users of close ad hoc network information services to provide true identity information.

Article 7 in the process of providing services, the information service provider of a close-range ad hoc network shall provide the pairing confirmation function between the publisher and the receiver in a significant and clear manner; each pairing shall be confirmed and agreed by the publisher and receiver, automatic pairing shall not be allowed by default without the consent of both parties.

Article 8 in the process of providing services, the information service provider of a short-range ad hoc network shall provide reception functions such as closed reception, selective reception and automatic blacklist rejection by the receiver, and shall be set to the off reception state by default; when providing selective reception services, the reception time should be reasonably set taking into account the transmission speed and user requirements, and automatically switch to the closed reception state after exceeding the reception time.

Article 9 in the process of providing services, a short-range ad hoc network information service provider shall not provide summary information preview functions such as snapshots and thumbnails by default without the consent of the recipient.

Article 10 in the process of providing services, information service providers of short-range ad hoc networks shall provide functions such as use prompts and risk tips.

Article 11 A close ad hoc network information service provider shall set up a convenient complaint reporting entrance or provide complaint reporting channels to accept and handle public complaints and reports about close ad hoc network information services in a timely manner.

Article 12 users of short-range ad hoc network information services shall not invade the network, frequently initiate connections, steal network data, or cause harmful interference to radio services carried out in accordance with the law.

Article 13 the information service provider of a short-range ad hoc network shall formulate an emergency plan for network security incidents, and when an event endangers network security occurs, it shall immediately start the emergency plan and take corresponding measures to deal with it. and timely report to the relevant competent departments in accordance with the relevant provisions.

Article 14 New technologies, new applications and new functions with the attribute of public opinion or the ability of social mobilization are launched by information service providers of short-range ad hoc networks, and security assessment shall be carried out in accordance with the relevant provisions of the State. If it is found that there is a hidden danger of safety, it shall be rectified in time until the relevant hidden danger of safety is eliminated.

The mobile application distribution platform should verify the security assessment.

Article 15 encourage and guide Internet industry organizations to establish and improve the guidelines for the information service industry of close-range ad hoc networks, and guide the healthy and orderly development of the industry.

Article 16 the Internet communication department, the competent department of industrial credit and the public security department shall establish and improve the working mechanisms such as information sharing and consultation and notification, and carry out daily supervision and inspection of the information service providers of close ad hoc networks in accordance with their duties. Special supervision and inspection shall be carried out on the existing problems of the information service providers of the close ad hoc network.

Article 17 the information service provider of the close ad hoc network shall cooperate with the network communication department, the competent department in charge of industrial communication and the public security department to carry out supervision and inspection work according to law, and provide necessary technical and data support and assistance.

Article 18 where a provider or user of a close self-organized network information service violates these provisions, the network information department, the competent department in charge of industrial information and the public security department shall, in accordance with their duties, it shall be dealt with in accordance with the provisions of relevant laws and regulations such as the Network Security Law of the people's Republic of China, the measures for the Administration of Internet Information Services, and the provisions on Ecological Governance of Network Information content.

Article 19 these provisions shall enter into force as of the day of the year.
