In accordance with the requirements of Chapter II of the Detailed Rules for Implementation, the Municipal Bureau of Economy and Information Technology, Municipal Public Security Bureau and Municipal Transportation Bureau constitute the leading department (hereinafter referred to as the leading department), and relevant municipal departments participate in the road test and demonstration of intelligent network-connected vehicles in Chengdu City (hereinafter referred to as the management unit) according to the division of responsibilities. The management unit is specifically responsible for the daily management of remote test and demonstration.

Testing and demonstration scenarios

(i) Test roads and areas

Remote test and demonstration shall not exceed the test road opened in Chengdu City. The newly opened test roads shall be handled in accordance with the relevant provisions of the Detailed Rules for Implementation.

(2) Remote driving road test

Remote driving road test refers to the intelligent network car test in which the vehicle is monitored by the on-board safety officer or the remote safety officer in the remote seat in the unmanned mode of driving position, belonging to the special category of road test.

(III) Remote driving demonstration application

Remote driving demonstration application refers to the non-commercial test activities of intelligent networked vehicles carrying people and objects in an unmanned manner.

Test and demonstration conditions

The implementation of remote testing and demonstration shall meet the relevant provisions of the Detailed Rules for Implementation; if there is a specific industry competent department for the application of remote driving demonstration, the consent of the industry competent department at county level (or above) shall be obtained. The following requirements shall also be met.

(i) Technical and safety requirements

1. The applicant shall establish a remote monitoring platform and a complete communication system, which can realize real-time mobile communication between the vehicle and the remote monitoring platform. In case of emergency in remote test and demonstration, it can timely take over the vehicle through remote monitoring to ensure safety; Before each remote test and demonstration, the mobile communication signal transmission quality of the test section or area shall be checked to ensure the effective operation of the remote control equipment.

2. The applicant shall have risk analysis and response plan for remote test and demonstration, network security and data security assurance capability, and corresponding management system for vehicle network and data security.

3. The remote control equipment of remote driving vehicle shall be able to transmit vehicle speed, acceleration, lighting, real-time signal status, 360-degree video monitoring outside the vehicle, environmental perception and response status, vehicle failure, etc. in real time.

4. Remote driving vehicles shall be able to clearly distinguish vehicle control commands from in-vehicle or out-vehicle remote test seats and feed them back to the remote monitoring platform.

5. For remote testing and demonstration, remote vehicles should be equipped with remote safety officers, and a remote safety officer can only monitor one remote vehicle. The remote safety officer shall monitor the vehicle condition and surrounding environment in real time through remote control equipment, and be able to intervene and control the vehicle in time in case of emergency or out-of-control.

6. Remote driving vehicles require redundant systems to ensure that in the event of system failure, communication network disruption or operating conditions outside the design operating range, the vehicle can immediately switch to the operating mode under minimum risk conditions.

(ii) Test requirements

Remote driving vehicles can apply for remote driving road test after single vehicle test in closed field exceeds 1000 km; remote driving vehicles can apply for remote driving demonstration application after accumulated test mileage exceeds 5000 km on public test roads or areas.

The test results shall conform to the standards of the State, industry and this Municipality. During the test period, the long-distance driving vehicle shall have no out-of-control condition, no traffic violation, and no traffic accident of main responsibility.

The test items completed by remote driving vehicles in other provinces and cities according to the same test procedures may not be tested again.

(iii) Safety Officer Requirements

The applicant must conduct remote testing and demonstration of professional skills and control operation training for safety officers.

The management unit shall formulate the Application Guide for Road Test and Demonstration of Intelligent Network Connected Vehicles in Chengdu City (hereinafter referred to as the Guide) according to the Detailed Rules for Implementation and the Guiding Opinions. The applicant shall provide application materials in accordance with the requirements of the Guide.

application process

Review of materials. The applicant shall submit the application materials to the management unit as required. After the management unit passes the preliminary examination, it shall organize an expert review meeting and issue a review report. The management unit shall submit the qualified evaluation report to the leading department for examination and approval.

Handle the number plate. The leading department shall notify the management unit after approval. The administrative unit shall notify the applicant of the examination and approval result. After obtaining the examination result, the applicant shall provide relevant materials to the management unit according to the requirements of the Guide. The administrative unit shall help the applicant to apply for the temporary driving license plate of the motor vehicle for test.

Number plate expired. If the temporary driving vehicle number plate expires, the applicant may apply for a new temporary driving vehicle number plate with the self-declaration of safety within the validity period.

Accidents and violations

During the period of remote test and demonstration, if there is illegal road traffic behavior in the remote driving vehicle, the remote safety officer or the remote test and demonstration subject shall bear the illegal responsibility as the illegal subject.

If a traffic accident occurs during the period of remote testing and demonstration, the liability shall be determined in accordance with the road traffic safety laws and regulations, and the subject of remote testing and demonstration shall bear the liability for damages in accordance with the provisions of relevant laws and regulations. If a crime is constituted, criminal responsibility shall be investigated according to law.

supplementary provisions

(1) These Guidelines shall be implemented and enforced on the basis of the Rules for Implementation.

(II) These Guidelines shall be implemented from June 29,2023 and shall be valid until June 14,2024.

(3) These Guiding Opinions shall be interpreted by the Municipal Bureau of Economy and Information Technology, the Municipal Public Security Bureau and the Municipal Transportation Bureau.
