The regulator said that the three operators exaggerated the performance of their 5G network services in their advertisements and that the speed given could only be achieved in a limited environment, deceiving consumers into thinking that they could experience the theoretical target speed 20Gbps of 5G technology. "when the ads were broadcast, the average download speed of the 5G services of the three operators was only 656Mbps to 801Mbps, only 3 to 4 per cent of 20Gbps," the regulator said. For example, SK Telecom and Korea Telecom claimed in their advertisements that it took only 0.8 seconds to download 2GB movie files through the 5G network, and LG U + also claimed that it took only 1 second to transfer 2.5GB files, which did not indicate that these speeds could only be achieved under certain conditions.

"given the oligopoly pattern in the mobile communications market, we believe that the misleading advertisements of the three operators will have a significant impact on the fair trade rules of the market," the regulator said. " As a result, the regulator plans to fine SK Telecom, which has the highest market share, 16.8 billion won (currently about 89.544 million yuan), Korea Telecom 13.9 billion won (currently about 74.087 million yuan) and LG U + 2.8 billion won (currently about 14.924 million yuan).

This is the second heaviest fine imposed by South Korean regulators on fraudulent advertising. In 2017, Audi Volkswagen was fined 33.7 billion won by South Korean regulators for providing incorrect vehicle emission information.
