We will deploy and promote a new round of co-construction and sharing of telecommunications infrastructure.

The implementation opinion makes it clear that the strategic, basic and leading public infrastructure attributes of telecommunications infrastructure should be further strengthened, and the coordinated development of telecom infrastructure system and local, increment and stock, intra-industry and inter-industry should be coordinated. By 2025, the working mechanism for the co-construction and sharing of telecom infrastructure has been continuously improved, the "double gigabit" network construction environment has been further optimized, and positive progress has been made in combing rural poles and lines. Cross-industry co-construction and sharing has been deepened and expanded, powerful digital means have been guaranteed, the level of co-construction and sharing of telecommunications infrastructure has been steadily improved, and social resources have been effectively saved.

The implementation opinions have deployed six key areas of work for the new round of telecommunications infrastructure co-construction and sharing, and put forward four column projects:

First, we will promote the overall and intensive construction of the "double gigabit" network. Give full play to the leading role of planning, strengthen the effective connection between special planning for communications infrastructure and national strategic planning, territorial and spatial planning, and regulatory detailed planning, strengthen the overall planning of the construction requirements of 5G base station sites, computer rooms and indoor distribution systems, strictly enforce the process of co-construction and sharing of facilities such as poles, pipelines, computer rooms, optical cables, base stations access transmission lines, support the co-construction and sharing of 5G access networks, and promote 5G different network roaming.

The second is to deepen the joint entry of the "double gigabit" network. We will strictly implement the construction standards for communications supporting facilities in new residential areas and residential buildings, commercial buildings, and public buildings, and promote the unified and coordinated entry and overall construction of facilities such as 5G base station sites, computer rooms and indoor distribution systems in key places, so as to ensure equal access to gigabit optical networks. We will carry out the "double gigabit" network joint development project, establish a list of key locations, promote joint access to 5G networks, and establish a list of residential areas, residential buildings and business buildings that have no or only one basic telecom operator broadband network access, promote joint access of broadband networks, and greatly improve the level of gigabit optical network coverage.

The third is to strengthen the maintenance and carding of rural communication poles and cables. We will establish and improve the mechanism of co-construction, sharing and co-maintenance of rural telecommunications infrastructure, encourage basic telecom operators to promote the co-construction and sharing of rural poles and cables through the modes of dividing cables in the same channel, dividing cables on the same pole route, dividing the same cable core, replacing fiber cores, and renting fiber cores, and strengthen the carding of stock poles and lines, timely touch, arrange and rectify illegal hanging cables, and remove and clean up abandoned lines and towers. We will carry out the project of co-governance and co-maintenance of poles and lines in rural areas. by the end of 2025, various localities will complete the illegal erection and renovation of a number of communication lines in administrative villages every year to create a standardized construction benchmarking and form a demonstration effect.

The fourth is to encourage cross-industry opening and sharing. Sort out and establish a demand list for cross-industry infrastructure resources sharing, strengthen coordination and communication among electric power, municipal, highway, railway, communications and other departments against the list, and promote facilities and resources such as towers, pipelines, pipe corridors, tunnels, optical cables, and computer rooms to be actively opened and shared to "double gigabit" network construction in a reasonable and fair market-oriented manner, giving full play to the role of communication network enabling industries. Strive to integrate all kinds of tower resources, build smart towers and supporting facilities, and promote "multi-use of one pole" and "multi-use of one tower". To carry out cross-industry sharing demonstration projects, by the end of 2025, various localities will effectively ensure the sharing needs of key areas of relevant industries and important line infrastructure, increase the sharing demand satisfaction rate in the list year by year, and form a number of typical cases and release them to the public.

Fifth, strengthen the support of digital technology. We will study and formulate standards for the joint construction and sharing of big data platforms for telecommunications infrastructure, encourage all localities to actively promote the construction or upgrading of platforms in their respective regions in accordance with the requirements of the standards, strengthen the integration of platform systems and facilities resources information, strengthen the application of platform data, and carry out platform application evaluation. The digital guarantee and upgrading project will be carried out by the end of 2025, and by the end of 2025, various localities will complete the construction or upgrading of the big data platform system for co-construction and sharing of telecommunications infrastructure in the region in accordance with the standards, and basically realize the digital guarantee of the process of co-construction and sharing, and popularize typical innovative cases of platform standardization construction and application.

The sixth is to optimize the "double gigabit" network construction environment. Taking into account the comprehensive situation of facility planning, policy guarantee, financial support, assessment and guidance in various localities, explore the formulation of environmental assessment standards and indicators for "double gigabit" network construction, organize the evaluation work, and strengthen the publicity of evaluation results. promote good experiences and cases.

The "implementation opinions" emphasize the need to strengthen job security. First, strengthen coordination of work, establish a cross-industry coordination mechanism for co-building and sharing, formulate work plans, strengthen organizational deployment, refine the division of responsibilities, and promote the implementation of work. The second is to establish a consultation mechanism, carry out professional analysis, put forward advisory opinions, and refine the dispute coordination and handling plan. Third, we should improve policy support, optimize and simplify examination and approval procedures, shorten the examination and approval cycle, and encourage facilities and resources belonging to local organs and institutions to open up to the construction of a "double gigabit" network free of charge. Fourth, carry out experience promotion, strengthen the excavation and cultivation of typical cases, and strengthen publicity and promotion. Fifth, timely submit data, regularly sort out and summarize the progress of co-construction and sharing, and timely feedback. Sixth, strict supervision and assessment, strengthen the overall planning of work, strengthen process management, organize secret visits, spot checks and other violations. Supervise and guide the basic Telecom operators Group and China Railway Tower Co., Ltd. to implement the assessment requirements for the co-construction and sharing of telecom infrastructure.
