China has built a charging infrastructure system with the largest number, the largest radiation area and the most complete service vehicles in the world, which provides a strong guarantee for the rapid development of new energy vehicles. However, there are still some problems in the vast rural areas, such as insufficient construction of public charging infrastructure, difficult installation and sharing of charging facilities in residential communities, and prominent contradiction between supply and demand, which restrict the release of the consumption potential of new energy vehicles in rural areas. Moderately ahead of the construction of charging infrastructure and optimizing the environment for the purchase and use of new energy vehicles are of great significance to promote new energy vehicles to the countryside, guide residents in rural areas to travel green, and promote rural revitalization in an all-round way. In order to do a good job in the relevant work, with the consent of the State Council, formulate the following implementation suggestions.
I. innovating the operation and maintenance mode of charging infrastructure construction in rural areas
(1) strengthen the layout and construction of public charging infrastructure. We will support local governments to carry out county and township public charging network planning in line with reality, and link up with territorial spatial planning and distribution network planning, so as to speed up the realization of "county-wide coverage" of regional charging stations suitable for the use of new energy vehicles and "full coverage of townships and townships" with charging piles. We will rationally promote the construction of centralized public charging stations, give priority to the allocation of public charging facilities in county and township enterprises and institutions, commercial buildings, transportation hubs (field stations), service areas (stations) along highways, and extend to the relocation of centralized resettlement areas and rural tourism focus villages, combined with the development of rural self-driving tourism to speed up the construction of charging piles in places along highways and gas stations with conditions.
(2) promote the construction and sharing of community charging infrastructure. Speed up the construction of charging facilities in existing residential communities in rural areas, carry out the transformation of the construction conditions of charging facilities in accordance with local conditions, and residential communities with installation conditions can be equipped with a certain proportion of public charging parking spaces. Implement the requirements for the construction of charging infrastructure in new residential communities, and promote the construction of charging facilities in fixed parking spaces or reserve installation conditions to meet the needs of direct meter connection. Implement the management responsibilities of subdistrict offices and other grass-roots management organizations, increase the guidance and supervision of residential community management units, and establish a "one-stop" coordination, promotion and complaint resolution mechanism. Residential community management units should actively assist users to install charging facilities and explore mechanisms for cooperation with charging facilities operators. Guide the community to promote sharing models such as "adjacent parking space sharing", "community time-sharing" and "multi-car one project".

Combined with the environment of charging facilities in rural areas, basic conditions of power grid, operation and maintenance requirements, the standard system revision and typical design of charging facilities construction are carried out. Improve the operation and maintenance system of charging facilities, enhance the availability of facilities and fault handling capacity, and promote the platform interconnection of public charging network operators. Encourage operators of parking lots and charging facilities to innovate technology and management measures, guide fuel vehicles and new energy vehicles to park separately, and maintain a good charging order. Use technical means to study and judge in advance the periods and areas where the charging demand is concentrated, and do a good job of service guarantee.
II. Support the purchase of new energy vehicles in rural areas
(6) to enrich the supply of new energy vehicles. (10) strengthen the sales and service network. Encourage new energy vehicle enterprises to sink the sales network, guide automobile enterprises and third-party service enterprises to speed up the construction of joint business outlets, establish a supporting after-sales service system, regularly carry out maintenance after-sales service activities to the countryside, provide emergency rescue and other services, ease the purchase and use concerns. Encourage higher vocational colleges to train new energy vehicle maintenance technicians in rural areas, provide vehicle maintenance, charging pile maintenance and other related vocational education, will promote local employment and support new energy vehicle consumption effectively.
(11) strengthen safety supervision. Improve the safety supervision system of new energy vehicles, make use of various means according to local conditions, improve the quality and safety level of new energy vehicles and batteries, strictly manage charging facilities in rural areas, guide charging facilities operators to access the government charging facilities supervision platform, strictly support the safety conditions of power supply and centralized charging places, ensure compliance with relevant laws and regulations, national standards or industry standards, and strengthen safety training for managers. Check the hidden trouble of the stock charging pile regularly. Guide rural residents to install and use independent charging piles, and reasonably equipped with leakage protectors and grounding equipment to improve the safety level of electricity use.
