This release of the "measures" fills the gap in the domestic autopilot demonstration district-level data security management, and makes it clear that under the overall guidance of the municipal autopilot office, the enterprise bears the main responsibility for data security, and constructs the data capacity improvement and sharing mechanism of enterprises in the demonstration zone.

According to the municipal self-driving office, intelligent Internet-connected vehicles are the main carriers for the cross-integration and development of automobile and electronic information, communications, transportation and other industries, and their functional implementation depends on huge amounts of data, but there are also risks of data security compliance. Although the existing laws and regulations on data security make adaptive provisions on the intelligent network connection automobile industry, there is a lack of specific data security management norms that meet the needs and characteristics of the industry. The demonstration area strictly complies with the guidelines of the superior law, and combined with the experience of industrial innovation governance, prospectively plans a set of implementation rules and practice guides covering the whole process of data processing. The measures issued this time are general requirements for data security management, guided by the two basic principles of "lawful, legitimate and necessary" and "encouraging innovation and prudent tolerance", and mainly include the following three parts:

First, it comprehensively clarifies the key links of intelligent network connection automobile industry data security management, including prior data flow security, data classification protection and data security commitment, real-time data return in the event, data emergency disposal after the event, and so on.

Second, the compliance risks of key data types are combed in detail. In terms of personal information protection, it clearly indicates the way of personal information processing, anonymized transmission of sensitive data and limited data storage in vehicles, etc.; in terms of important data security, guide enterprises to carry out data asset carding and data exit security assessment, and divide important security areas when necessary; in terms of geographic information security, strictly check the corresponding qualifications, technical protection and domestic scope and other requirements.

Third, the innovative construction of the demonstration area data security capacity-building mechanism. Under the overall guidance of the municipal autopilot office and supporting relevant expert resources, we will promote the improvement of enterprise data security capability and promote the formation of a good situation of general data open sharing and full data value mining and utilization.
