CTOnews.com May 9, the Ministry of Ecology and Environment, the Ministry of Industry and Information Technology, the Ministry of Commerce, the General Administration of Customs and the General Administration of Market Supervision recently issued a "notice on matters related to the implementation of Automobile National VI Emission Standards" (CTOnews.com hereinafter referred to as "announcement").

According to the announcement, in order to implement the relevant requirements of "Pollutant Emission limits and Measurement methods for Light vehicles (China Phase VI)" (GB 18352.6-2016) and "Pollutant Emission limits and Measurement methods for heavy Diesel vehicles (China Phase VI)" (GB 17691-2018), implement policies related to helping enterprises to bail out, stabilize and expand automobile consumption. It is hereby announced that matters relating to the full implementation of stage 6b of national sixth emission standard for light vehicles and stage 6b of national sixth emission standard for heavy diesel vehicles (hereinafter referred to as stage 6b of national sixth emission standard) are announced as follows:

1. Starting from July 1, 2023, phase 6b of the national sixth emission standard has been fully implemented nationwide, and the production, import and sale of vehicles that do not meet the 6b national emission standard are prohibited. The date of production shall be based on the date of manufacture of the vehicle certificate, and the electronic information of the certificate shall be uploaded before 0: 00 on July 1, 2023; the date of import shall be based on the date of arrival of the import certificate of goods; the date of sale shall be based on the date of motor vehicle sales invoice.

Second, for some of the actual driving pollutant emission tests (that is, the RDE test), the reported results of the national 6b light vehicles such as "only monitoring" shall be given a half-year sales transition period and allowed to be sold until December 31, 2023.

3. Automobile production and import enterprises, as the main body of responsibility for the consistency management of environmental protection production, shall, in accordance with the relevant provisions of the Law of the people's Republic of China on the Prevention and Control of Air pollution, disclose vehicle emission inspection information and pollution control technical information before vehicles leave the factory or enter the country to ensure that the actual production and imported vehicles meet the requirements. The relevant certification bodies shall issue compulsory product certification certificates in accordance with stage 6b of the sixth national emission standard.

According to the website of the Ministry of Environmental Protection, the six standards for light vehicles have six breakthroughs in technical content:

First, the global unified testing procedure for light vehicles is adopted, which comprehensively tightens the testing requirements, effectively reduces the gap between laboratory certified emissions and actual emissions, and lays the foundation for the coordinated control of fuel consumption and emissions.

Second, the actual driving emission test (RDE) is introduced to improve the emission control level of vehicles in actual use, which is conducive to supervision and can effectively prevent cheating when the actual emissions exceed the standard.

Third, the principle of fuel neutrality is adopted to no longer set loose limits for nitrogen oxides of diesel vehicles and particulate matter of gasoline vehicles.

Fourth, comprehensively strengthen the emission control of VOCs, introduce 48-hour evaporative emission test and refueling process VOCs emission test, raise the evaporative emission control level to more than 90%.

Fifth, improve the requirements of the vehicle diagnosis system, increase the storage requirements of permanent fault codes and tamper-proof measures, so as to effectively prevent excessive emissions during the use of vehicles.

The sixth is to simplify the rules and judgment methods for the supervision and inspection of environmental consistency and in-use compliance by the competent departments, so as to make the operation more enforceable.

In order to ensure that the automobile industry has enough preparation cycle to change and upgrade related models and power systems, as well as model opening and production preparation, the light vehicle national 6 standard is implemented step by step, with two emission limit schemes of national 6 an and 6 b, which will be implemented in 2020 and 2023 respectively.
