The scientist is Claudio Grimaldi (Claudio Grimaldi), a biophysicist at the Statistical Biophysics Laboratory at the Federal Institute of Technology (EPFL) in Lobsang, Switzerland. His model shows that if the earth is really in a blank area of radio waves, there will be only one to five electromagnetic events in the Milky way per century. This is lower than the frequency of supernova explosions in the Milky way.

In an assessment like this that involves probability, there are usually assumptions that can be considered. You can adjust the factors to be more optimistic (or pessimistic) and adjust the likelihood of catching signals in the future. According to the most optimistic scenario, under these conditions, Grimaldi said, it may take us at least 60 years to detect alien signals. In the worst case, we may have to wait for more than 2000 years. In both cases, we need to point the radio telescope in the right direction.

In other words, the probability of aliens sending a signal is very small, and the probability that we can receive the signal is even smaller. Even if a signal passes through the region of the earth, we need to have radio telescopes that are strong and accurate enough to point in the right direction.

Grimaldi believes that just because we haven't received a signal from aliens yet doesn't mean they don't exist or don't want to communicate with us. On the contrary, it may be just because we have just begun to explore the universe with radio telescopes and happen to travel through an area of space where radio waves are scarce.
