TSMC's board of directors may make an investment decision in August.
The planned joint venture between TSMC, NXP, Bosch and Infineon will include state subsidies, with a budget of at least 7 billion euros (CTOnews.com Note: currently about 53.2 billion yuan) and total investment likely to be close to 10 billion euros (currently about 76 billion yuan), according to people familiar with the matter.
Spokesman Nina Kao said TSMC was still evaluating the possibility of building a plant in Europe, but did not elaborate. Spokesmen for NXP, Bosch, Infineon and the German economy Ministry declined to comment on the project.
TSMC could approve matters related to the plant as early as August, which will focus on producing 28nm chips, according to people familiar with the matter at Tuyuan Pexels. If completed, it will be the company's first fab in the European Union.
The European Union passed a chip bill in April this year, hoping to double its share of global semiconductor production by 2030, while similar projects in Germany seek subsidies of up to 40%, and any state subsidies need to be approved by the European Commission. Take the TJI plant in Japan as an example, the company and its partners have invested US $8.6 billion to set up the plant, half of which will be funded by the government.
Infineon's semiconductor plant broke ground in Dresden, Saxony, on the 2nd, and GlobalFoundries and Bosch production facilities are also located in Dresden. Fabs are usually clustered to take advantage of existing local infrastructure and staff.
Intel is moving faster and will receive 6.8 billion euros in subsidies from Berlin authorities to build a large fab (or chip factory) in the eastern German city of Madeburg, the largest foreign direct investment in Germany since World War II. Last month it was reported that Intel wanted subsidies to be raised to at least 10 billion euros, citing rising energy and construction costs. German officials say they can increase financial support, but only if Intel expands its investment.
