Shulou(Shulou.com)11/24 Report--
CTOnews.com, April 26, artificial intelligence (AI) is one of the most promising technologies today, but it also brings some potential risks and challenges. The four major federal regulators in the United States have recently warned that they have been given legal powers to crack down on discrimination and injustice caused by AI.
The four agencies are the Consumer Financial Protection Agency (CFPB), the Ministry of Justice (DOJ), the Equal Employment opportunities Commission (EEOC) and the Federal Trade Commission (FTC). In a joint statement, they listed a number of AI application scenarios that may violate existing laws, and the following is attached to CTOnews.com:
CFPB is investigating so-called "digital red lines", that is, housing discrimination caused by home loans or home valuation algorithms. CFPB also plans to make rules to ensure that the AI valuation model is not discriminatory against residential real estate.
DOJ reached a settlement with Meta, accusing the company of illegally discriminating against gender and race when displaying housing advertisements.
EEOC noted that the use of AI in recruitment and hiring, if trained based on biased data sets, could lead to discriminatory decisions. This approach may be manifested in excluding all candidates who do not match a particular group identified by AI.
FTC said it would hold accountable companies that claim that their AI technology can perform certain functions but cannot actually do so. In addition, FTC will take action against companies that illegally block new entrants to the AI market.
The heads of the four agencies stressed at a virtual news conference on Tuesday that they already had sufficient legal tools to deal with the harm caused by AI and urged companies to comply with the relevant laws and regulations.
"our country's civil rights law does not provide exemptions for new technologies and artificial intelligence, and if illegal discrimination is involved, we will be held accountable." CFPB Director Rohit Chopra said.
"every agency has the legal power to effectively combat the damage caused by AI. Companies should be aware that if their systems exacerbate fraud or persistent illegal bias, they may violate the FTC Act. Our law does not provide exemptions for AI." Lina Khan, chairman of FTC, said.
"the Civil Rights Division of the Ministry of Justice is committed to using federal civil rights law to hold accountable companies that use artificial intelligence in a discriminatory manner." DOJ Assistant Attorney General Kristen Clarke said.
The Equal Employment opportunities Commission believes that artificial intelligence has great potential in recruitment and hiring, but there are also risks. we will ensure that employers comply with federal anti-discrimination laws. " Charlotte Burrows, chairman of EEOC, said.
Still, these regulators acknowledge the need for Congress to take further action. "I think Congress needs to pay attention to this issue." "although we have some very powerful tools to solve some of the problems we see, that doesn't mean we can ignore important conversations and we need to do more ideas," Burrows said. "
"artificial intelligence poses some of the biggest threats of modern discrimination today, and these issues deserve more in-depth study and examination by policy makers and others." "as we continue with institutional enforcement, we welcome what others are doing to figure out how to ensure that we can keep up with the escalating threats we see today," Clarke said.
"artificial intelligence is not outside the law, and we will investigate and prosecute any violation of federal civil rights law." Clarke said.
