According to Shanghai Stock Exchange News, the Ministry of Industry and Information Technology, together with relevant departments, launched the second revision of the Measures for Parallel Management of Average Fuel Consumption of Passenger Car Enterprises and Points of New Energy Vehicles, studied the proportional requirements for points of new energy vehicles from 2024 to 2025, implemented the point pool management system, and explored the connection mechanism with the carbon trading market.

Reported that, according to the point pool system, in the point market supply exceeds demand, by the enterprise voluntarily apply for new energy vehicles positive points collection. The new energy vehicles stored in the pool have positive points, the storage validity period is 5 years, and there is no requirement for carry-over proportion, that is, there is no loss after carry-over every year.

When the supply in the point market is less than the demand, the stored positive points of new energy vehicles are released to adjust the supply and demand in the point market. The trigger conditions for the collection and release of points in the point pool are determined by the supply-demand ratio, wherein the supply-demand ratio refers to the ratio of positive points of new energy vehicles available for trading in the current year to negative points to be compensated by external transactions.

CTOnews.com Note: The actual value of new energy vehicle points of passenger car enterprises refers to the sum of the products of the points of each model of new energy passenger vehicles produced or imported by the enterprise in the accounting year and the production volume or import volume of the model (the calculation result shall be rounded to an integer). The new energy vehicle points of passenger car enterprises are the difference between the actual value of the new energy vehicle points of the enterprise and the standard value. Actual values higher than the standard value produce positive points, lower than the standard value produce negative points.

Since 2018, China has implemented a double point system, which is fuel consumption points and new energy points respectively. Traditional fuel vehicle enterprises can reduce fuel consumption of fuel vehicles to improve fuel consumption points, and can also produce new energy vehicles with high cost performance as much as possible to improve new energy points.

The points proportion requirements for new energy vehicles in 2019,2020,2021,2022 and 2023 are 10%,12%,14%,16% and 18% respectively. The requirements for the proportion of points for new energy vehicles in 2024 and beyond shall be announced separately by the Ministry of Industry and Information Technology.
