Born in 1936 in Nanning, Guangxi, Huang Lingyi was born in Lushui Village, Lianhe Town, Quanzhou County, Guilin, Guangxi. She graduated from Huazhong Institute of Technology (now Huazhong University of Science and Technology) and was recommended to study semiconductors in Tsinghua University.

In 1960, Huang Lingyi went back to school and founded a semiconductor major and laboratory at his alma mater. In October 1962, Huang Lingyi was assigned to Group 101 (solid State Circuit Group) of the second Room of the Institute of Computing, Chinese Academy of Sciences according to the fresh graduates.

In 1989, Huang Lingyi was sent to a company in the United States to cooperate. In 1990, Huang Lingyi delved into various design methods of integrated circuits after returning home, from the establishment of layout library and timing library, to the influence of parasitic parameters on performance, the generation of clock tree, global planning, timing-driven wiring, and so on. The design methods of full customization, standard unit and macro unit have been studied, including Huawei's program control chip, computer institute's fuzzy control chip and so on.

In 2002, 66-year-old Huang Lingyi joined Godson for 15 years, from 1B, 1C to 3A, 3B, and then to GS464E. Thanks to the unremitting efforts of Huang Lingyi and fellow chipmakers, a large number of domestic high-performance chips such as "Godson 3" came into being, the Fuxing high-speed railway achieved 100 percent localization, and the J-20 and other advanced military equipment were equipped with phased array radar.

Huang Lingyi won the 2019 CCF Xia Peisu Award.
